Oak View Estates
Oak View Estates is a subdivision proposed on 115.9+ acres owned by Kenning Properties, Inc. The project proposes 123 residential lots, one recreation lot and 1.8 miles of roads. The project site is located immediately south of the Willow Springs Ranch Subdivision in the community of Soulsbyville. The project location and description are more thoroughly described as follows:

Project Location:

The project site is located between the Willow Springs Ranch Subdivision to the north and the Townsite of Soulsbyville to the southwest within the unincorporated area of Tuolumne County. Two residences on the site are located at 20381 Sherry Court, which is accessed through the Willow Springs Ranch Subdivision, and 20175 Blackberry Lane, which is accessed through Soulsbyville. A third residence is under construction at 20291 Soulsby Mine Road, which is also accessed through Soulsbyville. The site is located in the South ½ of Section 30 and the North ½ of Section 31, Township 2, North, Range 16 East, Mt. Diablo Baseline and consists of Tuolumne County Assessor’s Parcel Nos. 67-010-05, 67-010-16, 88-180-03, 88-180-04, 89-010-03, 89-030-06, 89-094-12, 89-190-23, 89-220-11 and 67-010-04.

3. Vesting Tentative Subdivision Map T13-059(1) to divide a 115.9+ acre portion of the 126.6+ acre site into the Oak View Estates Subdivision, consisting of 123 residential lots ranging in size from 0.2+ acre to 10.8+ acres, one recreation lot of 1.8+ acres and 1.8+ miles of roads.

Assessor’s Parcel No. 67-010-04, which is 10.7+ acres in area, is part of the General Plan Amendment and Zone Change application, but is not part of the land division. A portion of Gordon Drive is proposed to traverse this parcel.

Notice of Preparation

In accordance with the California Environmental Quality Act (CEQA), Tuolumne County will prepare an Environmental Impact Report (EIR) to analyze potential environmental impacts associated with the Oak View Estates Subdivision project. A Notice of Preparation (NOP) has been distributed to begin the EIR process. Responses to the NOP will assist the County to identify the scope of the EIR. Interested persons are invited to provide written comments regarding the scope and content of the EIR until January 30, 2015. Draft Environmental Impact Report

The Draft Environmental Impact Report (Draft EIR) for the Oak View Estates Subdivision Project is under preparation. The Draft EIR will likely be released for public review in the Spring of 2016. There will be a 45-day public review period during which anyone may submit comments on the Draft EIR. Comments received on environmental issues during the comment period will be responded to in the Final Environmental Impact Report.
