Contingency Planning Department

The Contingency Planning Department has staff at both the Sector Columbia River office in Warrenton, Oregon and the Marine Safety Unit in Portland, Oregon. MSU Portland Planning

The Contingency Planning Department is responsible for:

Operational and Contingency Planning – produce guidance and policy to best address potential and recognized risk areas with respect to CG missions. This includes planning and conducting drills and exercises for all mission areas.
Process Analysis – we develop policy and process improvement based upon observations and lessons learned.
Organizational and Project Management – lead projects that have unit wide impact or that span departmental responsibilities, such as The Portland Rose Festival. During elevated MARSEC levels and operational evolutions, Planning personnel fill operational staff positions and direct unit operations.
Ready for Operations (RFO) – Conduct the RFO inspection program to ensure the operational capabilities of Station's Grays Harbor, Cape Disappointment, Tillamook Bay and Portland, CGC BLUEBELL, and ANT's Astoria and Kennewick.
Management of the Area Maritime Security Committee (AMSC) under the authority of the Federal Maritime Security Coordinator (FMSC).

Area Maritime Security Committee

The Planning Department works in partnership with other agencies to manage the Area Maritime Security Committee (AMSC) chaired by the Coast Guard Captain of the Port. The committee consists of selected representatives of the Captain of the Port Zone, Portland Port Stakeholders; Law Enforcement, Industry, Regulatory and Labor. They meet quarterly or as circumstances warrant.

What does the AMSC do?

Determine Critical Infrastructure in the region that should be monitored and protected.
Discuss regional and national security threats to the economic well-being of the Port of Portland.
Exercise the various levels of the Maritime Security level.
Develop and plan responses to various possible threats to Portland maritime interests.

America's Waterways Watch Program

The America's Waterways Watch (AWW) Program is a Coast Guard sponsored maritime security awareness program designed for the public to be the 'eyes and ears' on the maritime water front and to report suspicious people to the proper authorities.

Continuity of Operations

The Contingency Planning Department works with other Coast Guard units, other government agencies and port partners on preparedness plans to address steps that may be necessary in the event of a disaster. The goal of this planning is to reestablish critical services and response within the Captain of the Port zone.
