Employment and Training Administration's Advisory System

The Employment and Training Administration (ETA) Advisory system is used to disseminate ETA's interpretations of Federal laws, procedural, administrative, management, program direction and other information to the states, direct grant recipients and other interested parties.

Training and Employment Guidance Letters (TEGLs) - are used to transmit policy and operational guidance to the Workforce Investment Act state and local workforce systems. Issued by Program Year (July 1 - June 30).

Training and Employment Notices (TENs) - are used to communicate announcements of meetings, publications, or general information. Issued by Program Year (July 1 - June 30).

Unemployment Insurance Program Letters (UIPLs) - are used for policy and guidance specific to the UI program. Issued by Fiscal Year (October 1 - September 30).

Handbooks and Technical Assistance Guides - are used to issue to state workforce agencies technical instructions, information, or guidance concerning either (1) a specific program or administrative area, or (2) a group of related activities or functions pertaining to a single program or administrative area.

Bulletins - are used by special targeted programs, such as the Migrant and Seasonal Farmworker Program, Indian and Native American Program, and Senior Community Service Employment Program to communicate to their field structure.

In 2001, TEGL 6 01 eliminated the following ETA Advisories:

  • Training and Employment Information Notices (TEINs),
  • Employment Service Program Letters (ESPLs),
  • General Administration Letters (GALs),
  • Reports and Analysis Letters (RALs), and
  • Fiscal Letters (FLs).
Currently active advisories in those series will continue in effect as long as needed.

Changes - Changes to an advisory are issued as a change to the original document and located in the same year as the original document. The Advisory and all changes to it are found under the year in which it was first issued. This may be Program Year or Fiscal Year. Please check the above paragraphs to determine under what type of year your selection is listed.

Display - Advisories are available in two formats. The "View the Complete Document" format is a PDF (Portable Document Format) of the entire advisory with attachments. This format has the authorizing signature. The "Accessible Version (PDF)" and "Attachments" are in a PDF format useable by persons with disabilities. This format does not have the authorizing signature but the symbol "/s/" to represent the authorizing signature.
