Overview
State Technical Committees serve in an advisory capacity to the Natural Resources Conservation Service (NRCS) and other agencies of the U.S. Department of Agriculture (USDA) on the implementation of the natural resources conservation provisions of Farm Bill legislation. Committees are intended to include members from a wide variety of natural resource and agricultural interests. Chaired by the NRCS State Conservationist in each State, these Committees are composed of representatives from Federal and State natural resource agencies, American Indian Tribes, agricultural and environmental organizations, and agricultural producers.
The Committees meet regularly to provide information, analysis, and recommendations to appropriate USDA officials, who strongly consider their advice. Individuals or groups wanting to participate as members on a State Technical Committee may submit requests to the Caribbean Area Director explaining their interest and relevant credentials.
Decision Making Process
The list of eligible practices in the Caribbean Area, payment rates and limits, eligible resource concerns, and state scoring criteria are developed based on input and recommendations from the STC. County-level priorities are based on input from Local Working Groups (Grupo de Trabajo Locales, LWG) that provide feedback to their respective Field Offices.
The priorities set at the state and county level are those that the STC and LWG respectively determined were of the greatest need and would have the greatest positive environmental impact. The scoring process at both the state and local level was developed in order to select those projects that would provide the greatest environmental benefit, and therefore provide the greatest public good.
