The U.S. Department of Energy’s (DOE) Oak Ridge National Laboratory performs annual assessments of the realization rate of energy and cost savings from DOE’s energy savings performance contract (ESPC) program and publishes the findings in annual performance reports. These documents are based on the information reported by energy service companies carrying out ESPC projects at federal sites.
The most recent report indicates that on average:
- ESPC contractors guaranteed 97% of the estimated cost savings
- Projects reported achieving 102% of the estimated cost savings
- Projects reported achieving 105% of the guaranteed cost savings.
