The Product Support Business Case Analysis (BCA) Guidebook was signed and released by the Principal Deputy Assistant Secretary of Defense for Logistics and Materiel Readiness (L&MR) in April 2011. The BCA Guidebook is in response to the 2009 Weapon Systems Acquisition Report Product Assessment Team (WSAR-PSA) report recommendation to clarify and codify policies and procedures pertaining to the use of analytical tools, including BCAs, in the life cycle product support decision making process. In addition, the DoD Product Support BCA Guidebook supports Dr. Carter’s November 2010 memorandum “Better Buying Power” by providing thorough financial and non-financial analysis to decision makers so that they can make more informed, affordable choices. The BCA Guidebook provides its users a standardized BCA process and is meant to be introductory in nature.
The BCA Guidebook is intended to be used in conjunction with the Product Support Manager (PSM) Guidebook.
This guidebook is also intended to be regularly updated. Users are encouraged to submit recommended changes and other feedback by selecting the red "Feedback" tab at the top of this screen.
The web-enabled "Online Version" of this guidebook below was updated in February 2014 to reflect current law. Note: The downloadable "PDF Version" is the 2011 version and has not yet been updated. We will post the new PDF version as soon as it is received from the guidebook authors at the Office of the Secretary of Defense.
