DOE International Energy Advisors

Energy is a critical operational requirement and cornerstone of planning and logistics for the Department of Defense (DOD).  It is also part of the strategic context in which the Combatant Commands (COCOMs) partner and operate.  Since 2006, DOD has been facilitating an interagency environment in the COCOM headquarters. DOE’s Office of Electricity Delivery and Energy Reliability's (OE) Infrastructure Security and Energy Restoration Division (ISER) has coordinated and executed interagency support agreements with five of the geographic Combatant Commands to assign a DOE representative — a DOE Energy Advisor — to each of their headquarters. These DOE Energy Advisors provide a wide range of support, reporting, and analysis to the COCOMs, as well as critical reach back to the various DOE offices and national laboratories. As integrators and facilitators, DOE Energy Advisors provide strategic energy advice to the COCOM leadership, coordinate the transfer of technical expertise from DOE to the COCOMs, address operational and installation energy issues, and help build the capacities of AOR partner nations to secure their critical energy infrastructure system.
