Office of the Assistant General Counsel for Procurement and Financial Assistance

The Office of the Assistant General Counsel for Procurement and Financial Assistance provides legal support and advice regarding the Department's massive contractual expenditures and financial assistance policy and activities. The office reviews and provides advice and assistance in the development of DOE procurement, cooperative agreements, grants regulations and other types of financial assistance regulations. The office also reviews and comments on legislation, Office of Management and Budget circulars, Congressional queries, and general applicable orders and regulations which may affect procurement and/or financial assistance activities of the Department.

Buy American Resources

Section 1605 of the American Recovery and Reinvestment Act of 2009 sets forth the Buy American requirements for recipients of Recovery Act financial assistance, including EECBG recipients. 

If you have reason to believe that a vendor or grant recipient is violating the Buy American Requirements of the Recovery Act, which apply to iron, steel, or manufactured goods in a public works project funded by DOE, please provide the information that you have in support of that belief to BuyAmericanComplaints@hq.doe.gov.

Guidance on the Use of Government Property for Political Activity

The Office of General Counsel worked with the Office of Procurement Assistance Management to issue guidance regarding the use of government property, including government e-mail addresses, for political activity.  The guidance also stated that Contractor Lab Directors should notify DOE Site Office Managers, Contracting Officers and Contracting Officers Representatives prior to receiving visits from politicians or permitting events that could be construed as political in nature.  This notice was issued as a Procurement Flash.
