Dave Wennergren, Department of the Navy Deputy Chief Information Officer for Enterprise Integration and Security was the master of ceremonies for the fifth eGov awards presentation at Connecting Technology Spring 2002. He was joined by Dan Porter, DON CIO and Ron Turner, DON Deputy CIO for Policy, Infrastructure, Systems and Technology. Mr. Wennergren remarked, "I am truly impressed with the depth of commitment and the breadth of innovation that exists across the Navy and Marine Corps team. And this round of award winners once again reflects a broad range of significant accomplishments that are leading the DON into the 21st century digital age, exemplifying all of the principles of true eGovernment solutions." Brief descriptions of the eGov initiatives and winners are listed below.

NAVAIR Engineering Investigation Business Process Reengineering Team corrected critical Fleet aviation discrepancies through the use of a reengineered Engineering Investigation and Hazardous Material Report process. The team reduced the EI/HMR backlogs by nearly 50 percent, reduced cycle time from more than 280 days to less than 100 days, reduced average shipment time from 68 days to 10 days, and saved $51 million in material reconciliation and $20 million in annual cost avoidance due to automated reengineered processes. The team leveraged eBusiness and process reengineering to support warfighter readiness and mission capability.

USMC Legacy Applications Team recognized and tackled the problems stemming from the large numbers of applications that have proliferated throughout the Marine Corps. The team identified applications currently in use, assessed the required functionality provided by the applications, and then determined which applications were redundant or duplicative. The number of applications allowed for use has been reduced from over 7000 to fewer than 500, which will significantly reduce application costs, improve interoperability and enhance the flow of knowledge across the Marine Corps.

CNET Electronic Training Jacket - the Chief of Naval Education and Training's Electronic Training Jacket Development Team integrated data from over ten different databases to display to active duty or Reserve personnel a complete history of the intellectual capital that they offer to the U. S. Navy. This easy-to-use Web-based system, collates training, education, special qualifications and certifications, skills and awards. It is under consideration for expansion in the future to Marine Corps active duty and DON civilian personnel.

NAVSEA Knowledge Integration Toolkit - the Information Resources Department, Naval Sea Systems Command, Keyport Division developed a suite of Web-based modular software components and combined them into a single Knowledge Integration Toolkit. The Toolkit dramatically increases the net worth of knowledge by seamlessly connecting multiple knowledge sources such as Fleet customers, global support organizations, and the workforce.

The following three awards recognize the outstanding collaborations between Navy and Marine Corps commands and the DON eBusiness Operations Office. In its role as the Department's innovation center, the eBusiness Office partners with DON commands and private sector partners to rapidly implement eGovernment solutions.

The Advanced Amphibious Assault Vehicle Program Team and the Department of the Navy eBusiness Operations Office partnered for the development and execution of the GATOR Link eBusiness Pilot Project. The project rigorously tested and demonstrated that commercial tools and techniques can enable key eBusiness processes in a military field environment. The project used commercial satellite, high-speed Internet access and commercial tools to reduce down time and travel costs.

Naval Regional Contracting Center, Naples, Italy and the DON eBusiness Operations Office conceived, developed and implemented the Deployment Logistics Program (DLP). The Deployment Logistics Program is a worldwide decision support system linking ship and submarine schedules to critical logistics and port visit processes. It provides significant advancements in the application of Knowledge Management concepts to operational logistics.

Naval Medical Center San Diego and the Department of the Navy eBusiness Operations Office developed Medical Appointments on the Web, a Web-based tool that allows clinic staff to schedule multiple specialty appointments for patients, as well as review patient medical data in real-time using Web and wireless technologies. The pilot was so successful that it will be implemented DoD-wide for $2 million--a cost of $18 million less than the $20 million planned alternative system.
