The Information Dominance Command Qualification Program
A program to ensure IDC officers are optimally qualified and prepared for the challenges of command

The Deputy Chief of Naval Operations (DCNO) for Information Dominance, Vice Adm. Ted N. Branch, approved the IDC Command Qualification Program (CQP) (OPNAVINST 1412.16) in February 2014. This instruction makes clerical modifications and supersedes OPNAVINST 1412.15.

This CQP conforms to the Information Dominance Corps’ (IDC) unique missions and functions while incorporating elements of success common to other Navy communities. Its intent is to invoke and reinforce the high expectations for officers in command.

Senior officers are expected to support and mentor juniors as they complete their qualifications. However, it is each individual officer’s responsibility to complete the CQP prior to administrative screening for command.

The Process

  • Only officers holding an IDC designator (18XX) or IDC LDO designator (642X, 644X, 645X or 646X) are eligible. Space Cadre officers should follow the command qualification requirements of their parent communities.
  • To be eligible, candidates must have completed their individual community (as applicable) and Information Dominance Warfare Officer qualifications, be in or have completed community mid-career requirements, and be permanently appointed to lieutenant commander or above.
  • Candidates must successfully complete a command qualification oral board as convened by their Commanding Officer.
  • Upon review of the board results, the DCNO designates officers as “Qualified for IDC Command” and forwards their designation letters to the Navy Personnel Command’s Information Dominance Corps and Foreign Area Officer Assignments office (PERS 47). The IDC detailers then enter the “2D1” Additional Qualification Designator (AQD) to the officer’s official record.
  • Officers having held command, screened for command, or were under orders en route to command prior to June 4, 2013 are exempt from the CQP and should contact detailers to ensure the “2D1” AQD is in their record.

The Way Ahead

With the impending establishment of Navy Information Dominance Forces, CQP responsibility will shift from the DCNO to the type commander. That shift in responsibility will be reflected in a future modification to the instruction.
