Notes: The AFDC RFS charts are designed to show legislated volumes, EPA annual volumes (they have the authority to adjust legislated volumes based on fuel availability), and Renewable Identification Numbers (RINs) generation. RINs track compliance and RINs are how obligated parties (refiners, oil companies, and importers) meet their volume requirements. Mandates are reported in ethanol equivalent gallons except for biomass-based diesel (biodiesel) which is physical volume and RINs are ethanol equivalent gallons.
Biomass-based diesel includes biodiesel and/or renewable diesel made from non-cellulosic feedstock. Federal EISA legislation provided yearly RFS volume requirements for each renewable fuel category. EPA updates volume requirements each year based on fuel availability. Biodiesel production and consumption exceeds their category each year since biodiesel can also be used to meet the Total Advanced category. For this same reason, EPA has set the requirements for these RINS higher in 2013 and 2014.
