Power Rates Quarterly Updates


In BPA’s 2007-2009 Wholesale Power Rate Case (WP-07), BPA agreed that it would post reports about BPA’s power sales at the surplus rate on its external web site, 30 days after the end of each calendar quarter. Those reports will contain the same information as contained in Electric Quarterly Reports [EQRs] filed at the Federal Energy Regulatory Commission by regulated utilities and marketers. BPA will begin posting those reports once a software platform has been developed and tested. BPA does not believe the software will be ready until FY2008. BPA will make best efforts to have the software ready for posting by that time. BPA committed to advise parties quarterly about the schedule of the software development.


Quarterly Updates

April 30, 2009 - Surplus sales information for the first quarter of 2009 has been posted.


Januay 29, 2009 - Surplus sales information for the fourth quarter of 2008 has been posted.


October 28, 2008 - Surplus sales information for the third quarter of 2008 has been posted.


July 28, 2008 - Surplus sales information for the second quarter of 2008 has been posted.


May 1, 2008 - Surplus sales information for the first quarter of 2008 was posted on April 30, 2008 as expected.


January 23, 2008 - The software has been programmed and is being tested. Unless testing reveals issues like quality or completeness of data, the current expectation is that information about BPA surplus power sales will be available in late January 2008.


October 1, 2007 - The software has been programmed and is undergoing a full battery of tests. Unless testing reveals issues like quality or completeness of data, the current expectation is that information will be available in late January 2008.


June 30, 2007 - Research into EQR requirements continues. Data compatibility and sources are being investigated. Nothing at this point suggests any need to change the plan or schedule as noted in the previous posting.

January 31, 2007 - BPA is investigating the use of a partially operational software tool -- a tool which itself has some components still under development -- as a means to extract and compile information on Power Services’ sales of surplus power using the FPS-07 rate schedule. The team working on that software project has been assigned to develop this report. Their preliminary plan targets testing of the report before the end of FY2007. Since BPA has not followed the evolution of Electric Quarterly Report issues, BPA will research Electric Quarterly Report requirements and others’ EQR experiences. Initial sampling suggests that most information comparable to that required for Electric Quarterly Reports should be available from current databases, although the data sources currently may not be linked.
