Coal Survey Form Changes Proposed for 2017


The U.S. Energy Information Administration (EIA) is proposing changes to its coal data collection in 2017. Proposed revised forms and instructions are as follows:

If approved, EIA expects these changes will be effecting beginning July 2017. These surveys collect coal market data elements including production, consumption, receipts, stocks, sales, prices, and coal quality characteristics. Aggregates of this collection are used to support public policy analyses for the coal industry, economic modelling, forecasting, coal supply and demand studies, and in guiding research and development programs. The proposed changes would enhance the quality and utility of the information EIA collects and disseminates.

History

In the fall of 2015, EIA began the triennial process of gaining the Office of Management and Budget (OMB) approval for renewal of, and revisions to, the coal survey forms. EIA surveys must adapt to the changing industry to ensure that only the most useful and reliable data are being collecting without putting undue burden on survey respondents. The first step in this process is to determine what, if any, changes should be made.

After identifying the needed modifications, EIA conducted cognitive interviews with a sample of survey respondents to discuss proposed changes and suggestions for improving the survey forms.

Next Steps

Following the 60-day FRN comment period, EIA will review the public comments to determine if changes need to be made to the original proposals. Then a complete package will be submitted to OMB for approval. As part of the OMB approval process, the second FRN will be issued with a 30-day comment period. The 30-day FRN will be provided.
