Emergency Acquisition Flexibilities

  1. As of 1 November 2012: the emergency acquisition flexibilities identified in FAR 18.203 and DFARS 218.203, Incidents of national significance, emergency declaration, or major disasters declaration, and also FAR 26.2 Disaster or Emergency Assistance Activities as it relates to the Stafford Act. In utilizing the increased thresholds, this authority applies only to efforts in response to Hurricane Sandy for the counties in the declared disaster area.

Major Disaster Declaration (States, respective declaration numbers and effective date):

  1. As of 4 January 2013: The President signed a Major Disaster Declaration for Ohio (DR-4098) in support of Hurricane Sandy relieve on 3 January 2013, the effective date for this declaration is 29 October 2012 to 30 October 2012.
  2. As of 19 December 2012: The President signed a Major Disaster Declaration for Massachusetts (DR-4097) in support of Hurricane Sandy relief on 19 December 2012, the effective date for this declaration is 27 October 2012 to 8 November 2012.
  3. As of 6 December 2012: The President signed a Major Disaster Declaration for District of Columbia (DR-4096) in support of Hurricane Sandy relief on 5 December 2012, the effective date for this declaration is 28 October 2012 to 8 November 2012.
  4. As of 28 November 2012: The President signed a Major Disaster Declaration for New Hampshire (DR-4095) in support of Hurricane Sandy relief on 28 November 2012, the effective date for this declaration is 26 October 2012 to 8 November 2012.
  5. As of 27 November 2012: The President signed a Major Disaster Declaration for West Virginia (DR-4093) in support of Hurricane Sandy relief on 27 November 2012, the effective date for this declaration is 29 October 2012 to 8 November 2012.
  6. As of 26 November 2012: The President signed a Major Disaster Declaration for Virginia (DR-4092) in support of Hurricane Sandy relief on 26 November 2012, the effective date for this declaration is 26 October 2012 to 8 November 2012.
  7. As of 16 November 2012: The President signed a Major Disaster Declaration for Delaware (DR-4090) in support of Hurricane Sandy relief on 16 November 2012, the effective date for this declaration is 26 October 2012 to 8 November 2012.

As of 5 November 2012: The President signed a Major Disaster Declaration for the State of Rhode Island (DR-4089) in support of Hurricane Sandy relief on 3 November 2012, the effective date for this declaration is 26 October through 31 October 2012. The President subsequently signed a Major Disaster Declaration for New York (DR-4085) and Connecticut (DR-4087) in support of Hurricane Sandy relief on 30 October 2012.
