Cheryl D. Peace - Principal Deputy CIO for Cyber

Accomplished Cyber Security executive with extraordinary technical and managerial experience.  Solid background in information technology and cyber security, with both the military and civil service in the Intelligence Community (IC) and the Department of Defense (DOD) for over 30 years.

Thought out a 30-year career, worked at all levels in the government from the White House to the US Air Force.  Has a proven track record of creating positive change through collaboration and alliance building across government and industry that produces results, especially at the FBI, serving as the Principal Deputy Director for the National Cyber Investigative Joint Task Force (NCIJTF).  In the first year, totally restructure the NCIJTF, changing the perception of the NCIJTF from an organization that only benefited the FBI to one providing value to all its partner agencies. After the separation of the NCIJTF from FBI Cyber Operations, redefined the mission and function of the organization to include five clear lines of business with milestones, objectives, and a center-wide five-year strategy.  Increased the number of partner from 15 to 25 agencies from across the IC, DOD, and Law enforcement to coordinate, integrate and share domestic cyber threat investigative information.  As the senior executive responsible for technology strategy and initiatives, redesigned the NCIJTF analytical data platform, identified a hybrid Cloud solution and designed the datacenter to make data accessible, by not only the 25 partner agencies located at the facility, but the 56 FBI field offices, the DOD and the Intelligence community at large.

Key influencer of current U.S. strategy and policy in information security, as Director, Cyberspace Security for the White House, responsible for coordinating with leaders at the Federal, State and Local levels.  Pivotal in standing up the first DHS National Cyber Security Division (NCSD), coordinated with the NCSD and industry to align national incident response to cyber threats.  Oversaw the Presidents National Infrastructure Advisory Council (NIAC) and the National Security Telecommunication Advisory Council (NSTAC) made up of key industry CEO’s in the country, who advised the President of the United States on major issues that the government neither had the resources nor brain-trust to do them justice.

As a Senior Executive assigned to the Defense Intelligence Agency (DIA), recognized for excellence in innovation, strategy, capitalizing on opportunities and risk management.  This was evident in standing up the Defense Intelligence Operation and Coordination Center (DIOCC).  Specifically managing the COCOMs Collection Management (CM) and Intelligence, Surveillance and Reconnaissance (ISR) functional requirements processes that enabled the development of tools and capabilities to increase information sharing and operations effectiveness within the Defense Intelligence Enterprise.

Transformed a multi-million-dollar obsolescent Computer Network Operations (CNO) development organization in NSA/Tailored Access Operations (TAO), supervising several hundred employees.  Responsible for the development and deployment of capabilities for telecommunication systems and other targets to gain intelligence from some of the nation’s hardest targets.
