The Bay TMDL, a historic and comprehensive "pollution diet," was established in December 2010 based largely on implementation plans prepared by Delaware, District of Columbia, Maryland, New York, Pennsylvania, Virginia, West Virginia.
In 2012, the jurisdictions submitted Phase II implementation plans designed to strengthen the initial cleanup strategies and reflect the involvement of local partners. They also submitted a first set of two-year milestones outlining near-term restoration commitments.
The Bay TMDL is a key part of an accountability framework to ensure that all pollution control measures needed to fully restore the Bay and its tidal rivers are in place by 2025, with practices in place by 2017 to meet 60 percent of the necessary pollution reductions.
