1. Purpose. This memorandum provides guidance for determining the appropriate mission area for ongoing or new information technology (IT) investments.

2. Background. References (a) and (b) establish four primary mission areas (MAs) for the Department of Defense (DoD): Business (BMA), Enterprise Information Environment (EIEMA), Warfighting (WMA) and the DoD portion of Intelligence (DIMA). Each MA includes IT portfolios germane to that MA's defined area of responsibility. The governance and requirements applied to an IT portfolio are determined by its MA. Reference (c) establishes the Department of the Navy (DON) process and structure for IT portfolio management, including the role of DON MA Leads (MALs) who provide the specific policies and procedures for their respective MA.

3. Mission Area Assignment. For Navy, Marine Corps, and Secretariat systems, the MA is determined by the applicable Program Manager (PM) as the subject matter expert, in concert with their Echelon II point of contact (POC), Resource Sponsor (RS), and Functional Area Manager (FAM). The definitions provided in reference (b) and the MA Flow-Chart (enclosure (1)) should be used to determine the appropriate MA.

4. Adjudication. MAs have broad and sometimes overlapping definitions. If a MA assignment cannot be determined, the final decision will be made by the applicable MAL in conjunction with the DON Chief Information Officer (CIO).

5. Process. To advise that a MA determination is required:

  • For Navy systems, the RS will contact the appropriate MAL and DON CIO POC.
  • For Marine Corps systems, the DON Deputy CIO (Marine Corps) will contact the appropriate MAL and DON CIO POC.
  • For Secretariat systems, the FAM will contact the appropriate MAL and DON CIO POC.
The MAL and DON CIO will then determine appropriate stakeholders and will organize a working group meeting to determine the appropriate MA. Once the MA is determined, the PM will ensure that all authoritative sources (DITPR-DON, PBIS-IT) reflect the correct assignment.
