Alaska Rural Energy and Community Engagement at ANTHC
 
 
 
The goal of this project is to increase access to affordable utilities to low income users in rural Alaska communities with high rates of poverty. Utilities are very expensive to operate in rural Alaska, with user fees as much as $250 / month, or more than 5% of median household income in many communities. The national standard for sanitation services expenditures is 1%.This rate does not capture the true cost, in many communities – piped water and sewer is a new service and many residents do not know how to properly operate and maintain their system. In order to reduce delivered cost of energy to low income residents, the VISTA member will engage with stakeholders, provide community education, and pilot community engagement in water sewer installation projects in rural Alaska. The VISTA member will pilot this project in ten communities statewide including: Allakaket, Beaver, Sheldon’s Point, Holy Cross, Sleetmute, New Stuyahok, Newhalen, and Arctic Village. Requirements: Regular travels to rural communities in Alaska by small aircraft for overnight community engagement activities. Engages with rural communities on issues related to health, water/sewer services, and energy use. Requires skills in establishing and maintaining cooperative working relationships with individuals with wide array of cultural, political, educational, socio-economic, geographic and linguistic backgrounds. Ability to work independently with minimal supervision. Requires excellent organizational skills and adherence to deadlines.

Member Duties : The VISTA will serve to understand the need in the communities, build community capacity by developing community member education around operating piped water and sewer and reduce poverty by reducing costs of operating community member water and sewer through training. 1. Working as part of a team, the VISTA member will travel to four, remote rural Alaska communities that have recently connected homeowner water and sewer to conduct a use assessment with the homeowners. The VISTA member will also collect energy usage data from the local utility. 2. The member will then analyze the quantitative and qualitative data. 3. Working as part of a team with ANTHC engineers, the VISTA member will use the data to identify best practices and training and technical assistance needs. Using data, develop training materials, messaging instruments, pamphlets or curricula targeted at homeowners, operators and stakeholders. Lastly, launch training and evaluate impact.
