Enterprise Architecture

The DON CIO develops, maintains and facilitates a DON Enterprise Architecture (DON EA) that complies with Federal and Department of Defense (DoD) architectures.

The Department of the Navy is a complex organization with disparate architecture development efforts and finite resources. The DON CIO, as the Chief Architect, is leading the effort to design and develop a single DON Enterprise Architecture (EA) using a strategy that federates with external partners and with a long-term goal of an integrated approach internal to the DON. The DON EA describes the processes, information flows, solutions, data descriptions, technical infrastructure and standards within the DON. In addition, the DON EA assists decision makers in the execution of major decision processes such as the Defense Acquisition Systems (DAS), Program, Planning, and Budget Execution (PPBE) and the Joint Capabilities Integration Development System (JCIDS).

Implementation of a DON EA enables decision makers to be better informed and able to make more accurate decisions in support of the warfighter. The DON CIO also ensures that DON IT complies with government and DoD standards and is interoperable with other relevant IT systems. Additionally, the DON CIO assists program managers in preparing the Federal Enterprise Architecture compliance section of Office of Management and Budget Exhibit 300s.

The DON CIO is leading the effort to develop an integrated DON EA to support the Naval Transformation Roadmap. An integrated DON EA includes the development of the DON functional area architecture, DON data strategy, functional data architecture, maintenance and operation of the DON Application and Database Management System (DADMS) and DOD IT Portfolio Repository–DON (DITPR-DON), designation of authoritative data sources and IM/IT portfolio management.

The DON CIO co-chairs the DON Enterprise Architecture Coordination Board (EACB), under the direction of the DON Information Executive Committee, which recommends policy, guidance and coordination processes for more effectively and efficiently aligning architecture efforts and to remove the impediments hindering the development and use of an integrated DON EA.

At the Federal level, the DON CIO represents the Department on the Federal CIO Council’s Enterprise Architecture Committee and the Chief Architect’s Forum and also provides DON-level review and input to the Federal Enterprise Architecture Reference Models.

The DON CIO also represents the Department on working groups related to DoD Architecture Reference Models, Net-Centric Operations and Warfare Reference Model, DoD Architecture Framework, DoD Net-Centric Data Strategy, and DoD Business Enterprise Architecture and DoD EA Summit. Additionally, the DON CIO represents the Department on the Information Technology Standards Council, and in support of the DoD CIO, manages DITPR.
