Storm Water Management Model Gets Climate Update

EPA researchers are helping address runoff problems.

EPA researchers are developing strategies and resources to help city planners, managers, and others address stormwater runoff problems, including those related to impervious surfaces and combined sewer overflows. One powerful tool available is the Stormwater Management Model, also known by its acronym, “SWMM.”

EPA’s Storm Water Management Model is a publically-available rainfall-runoff simulation model that provides a suite of information about urban water patterns. It is used for planning, analysis, and design related to stormwater runoff, combined sewers, sanitary sewers, and other drainage systems in urban areas, and is the basis for the National Stormwater Calculator.

SWMM has the ability to estimate the pollution loads associated with stormwater runoff. Various versions of the model have been in existence since 1971, and it has been used in thousands of hydrology and drainage system design projects around the world.

The tool is designed to be customizable, helping particular urban areas meet local watershed challenges. For example, municipalities and communities can use it to design and size drainage system components for flood control, to design control strategies for minimizing combined sewer overflows, and to control site runoff using low impact development practices.

The Storm Water Management Model Climate Adjustment Tool (SWMM-CAT) is a new addition to SWMM. It is a simple to use software utility that allows future climate change projections to be incorporated into SWMM.

Storm Water Management Model

SWMM-CAT provides a set of location-specific adjustments that derived from global climate change models run as part of the World Climate Research Programme (WCRP) Coupled Model Intercomparison Project Phase 3 (CMIP3) archive. These are the same climate change simulations that helped inform the United Nations Intergovernmental Panel on Climate Change in preparing its Fourth Assessment report.

Both SWMM and the Stormwater Calculator are a part of the President’s Climate Action Plan.

“Climate change threatens our health, our economy, and our environment,” said Gina McCarthy, EPA Administrator. “As part of the President’s Climate Action Plan, this tool will help us better prepare for climate impacts by helping build safer, sustainable, and more resilient water infrastructure.”

The continued development of predictive modeling tools such as SWMM will provide urban planners and other stakeholders with the resources they need to incorporate both traditional stormwater and wastewater system technologies with the emerging, innovative techniques of green infrastructure. The collective impact will be more sustainable urban areas and healthier waterways across the nation.

As my EPA colleagues and I prepare to join millions of people from across the nation and around the globe to celebrate the environment on April 22, it’s a good time to remember how much we’ve accomplished together since the first Earth Day in 1970.

Forty-four years ago, it wasn’t hard to find direct evidence that our environment was in trouble. Examples of air pollution could be seen at the end of every tailpipe, and in the thick, soot-laden plumes of black smoke flowing from industrial smokestacks and local incinerators. Litter and pollution-choked streams were the norm, and disposing of raw sewage and effluent directly into waterways was standard practice. A major mid-western river famously ignited, sparking both awareness and action. The central theme of EPA’s Earth Day activities this year is Taking Action on Climate Change, echoing our commitment to meeting today’s greatest environmental challenge. And just like our predecessors did decades ago, we are supporting those actions with the best available science.

Dr. Chris Weaver, an EPA scientist currently on leave to serve as the Deputy Executive Director of U.S. Global Climate Change Research Program, explains: “EPA has a major role to play in preparing the nation for change, through its critical responsibilities for ensuring clean air, clean water, and healthy communities and ecosystems. And EPA researchers, working in partnership with their colleagues in other Federal agencies and in the broader scientific community, are at the forefront of advancing understanding of the impacts of—and responses to—climate and related global change.”

In his State of the Union address, President Obama said “the nation that goes all-in on innovation today will own the global economy tomorrow.” He made the point that science and research are critical to keeping that competitive edge—but also to protecting our public health and our environment. I couldn’t agree more.

Science has always been at the heart of our mission at EPA. In the State of the Union address, President Obama doubled down on his commitment to using science to address a changing climate and carry out his Climate Action Plan—which aims to curb carbon pollution, build climate resilience in our towns and cities, and lead the world to a sustainable, clean energy future.

EPA science is critical to each part of the plan—and one of those ways is through our newly updated National Stormwater Calculator to help build climate resilience in our towns and cities.

Progress in Communities: It All Starts with Science

This week is the 43rd Anniversary of the establishment of the Environmental Protection Agency, and we are marking the occasion by revisiting how our collective efforts on behalf of the American people help local communities become cleaner, healthier, and more sustainable. As the Assistant Administrator for the Agency’s Office of Research and Development, I can’t help but see a strong undercurrent of science and engineering in every success story.

Over the past four plus decades, EPA scientists and engineers, along with their partners from across the federal government, states, tribes, academia, and private business, have supplied the data, built the computer models and tools, and provided the studies that have helped communities take action to advance public health and protect local environments.

Around the Water Cooler: Measure Runoff with EPA’s Stormwater Calculator

It’s been raining for what seems like weeks straight this summer. Each day as I leave the office, it’s not unusual for the skies to open up and let loose a torrential downpour. I have watched many people struggle to find their umbrellas in their bags or skip over the water pooling around street corners while running to the metro. While Washington, D.C., is one of the most beautiful cities in the country, when it rains, you just can’t escape the water flowing rapidly across the pavement and other impervious surfaces that make up our nation’s capital. Interested in water research, I wondered, “How much water actually runs off into the Potomac and the Anacostia rivers during each rainfall?”

Now, thanks to EPA scientist Lew Rossman, we can measure runoff amounts for specific locations. After answering some questions about a particular site, such as percent of impervious surfaces and soil composition, Rossman’s National Stormwater Calculator can estimate the amount of runoff and inform decisions about how to reduce runoff. The Calculator is a tool that can help developers, urban planners, landscapers, and other professionals determine what green infrastructure elements could best reduce the runoff.

Adding green infrastructure (we’ve talked a lot about green infrastructure here and here) is both environmentally and economically beneficial. From trees and plants to green roofs, rain barrels, and cisterns, these changes can help decrease the amount of pollutants threatening our waterways. With heavy rains increasing and continued development, runoff has become one of the fastest growing sources of water pollution around the country.

The Calculator is just phase I of the Stormwater Calculator and Climate Assessment Tool package announced in the President’s Climate Action Plan in June. An update to the Calculator will be released at the end of this year that links to several future climate scenarios.

Around the Water Cooler: Surf’s Up?

When it comes to reading waves, surfers are the experts. But many surfers in Los Angeles won’t even put a foot in the water on rainy days for fear of getting sick from the pollution that flows into the ocean.

Communities in southern California have been looking for ways to stop polluted stormwater from reaching their coasts. Los Angeles is looking at tapping green infrastructure practices as a solution. They hope such practices will not only prevent tainted runoff from reaching popular surfing sites, but provide a new source of water clean enough to drink.

Such an innovative approach shows the growing concern about drinking water across the country. That’s why EPA researchers are studying a variety of approaches—including green infrastructure—to determine cost-effective and sustainable solutions.

Green infrastructure refers to sustainable practices, such as porous paving materials, rain gardens, and cisterns, that reduce pollution by either retaining stormwater–which keeps it out of sewers and prevents overflow—or redirects water into the ground where it can be filtered by plants and soil.

In Omaha, EPA scientists are working with the Nebraska Department of Environmental Quality and city officials to reduce combined sewer overflows (CSOs), which threaten human and environmental health through water contamination. The scientists are identifying sites where green infrastructure installations such as rain gardens, rain barrels, and cisterns will have the greatest impact in reducing stormwater runoff and preventing sewers from overflowing.

EPA researchers are also developing a tool the will soon be publically available for use by individuals, developers, landscapers, and city planners to help manage stormwater runoff on their properties. The EPA’s desktop Stormwater Calculator application will provide information on how various green infrastructure practices can reduce runoff based on local soil conditions, average yearly rainfall, and the surrounding environment. Users simply need to enter their zip code to compare different green infrastructure scenarios and see how they change the runoff volume from their location.

The variety of innovative green infrastructure research aimed at cleaning up our water and creating more drinking water resources makes me hopeful that communities will be able to respond to their unique challenges with smart and sustainable solutions. They will also help keep our beaches clean, so that even when it rains: Surf’s up!
