Special Emphasis Programs


Special Emphasis activities and support are an integral part of the Civil Rights Program at the Natural Resources Conservation Service.

The term "Special Emphasis Programs" (SEP) refers to those programs which focus special attention on certain specific groups as a result of a particular law, regulation and/or Executive order. Special Emphasis programs have been initiated to address the employment related concerns of groups not specifically included in other programs where a need for special emphasis or employment concerns of such groups have been demonstrated. Special Emphasis Programs were designed to advance the representation of groups determined to be under-represented in the workforce or advance career development for groups found to be under-represented at specific levels of advancement in the Federal workforce.
