Project Management Career Development Program

The Project Management Career Development Program (PMCDP) in Office of Project Management Oversight and Assessments was established in 2001 by a Congressional mandate to ensure the Department of Energy (DOE) has well qualified and experienced Federal Project Directors (FPDs) to oversee the agency's diverse portfolio of highly-technical construction, experimental equipment and environmental cleanup projects. The primary goal of the program is to provide FPDs with the tools and training necessary to deliver projects that meet pre-defined scope, schedule and budgetary requirements, while maintaining the safety and security of these capital assets.

The PMCDP encompasses a wide range of developmental, training, mentoring and rotational activities leading to FPD certification. All knowledge, skill and ability (KSA) requirements for each level of certification are competency based, and applicants must demonstrate proficiency against specific performance criteria that is linked to project complexity. The PMCDP is compliant with the Federal Acquisition Institute's (FAI) Federal Acquisition Certification for Program and Project Managers (FAC-P/PM),as mandated by the Office of Management and Budget’s (OMB) Office of Federal Procurement Policy (OFPP). The FAI approved the PMCDP in August 2008.

Secretary Moniz Memoranda on Project Management

On June 8, 2015, Secretary Moniz issued a memorandum titled Project Management Policies and Principles  announcing fundamental changes to DOE's project management approach.
