Mr. Moser possesses over 30 years of senior level Human Resources and Labor Relations experience in the public and healthcare sectors. In the mid 1970s, upon completion of his master’s degree in Public Administration from the University of New Mexico, Mr. Moser began his career in state government with the Employment Security Commission in Albuquerque culminating in 1989 as the Human Resources Bureau Chief with the New Mexico Department of Transportation in Santa Fe.
In 1989 he left state government to serve as the Director of Human Resources with University of New Mexico Hospital.
In 2000 he became the Chief Administrative Officer of First Choice Community Healthcare and returned to state government in 2005 as a Principal Analyst with the Legislative Finance Committee (LFC), a capacity he served until 2009 when he accepted the position as Director of Human Resources for the City of Albuquerque. He has served as the chief negotiator.
