Under Secretary for Nuclear Security and NNSA Administrator
Lieutenant General Frank G. Klotz, United States Air Force (Ret.), was confirmed by the Senate on Tuesday, April 8, 2014, as the Department of Energy’s Under Secretary for Nuclear Security and Administrator for the National Nuclear Security Administration (NNSA).
As Under Secretary for Nuclear Security, Klotz is responsible for the management and operation of the NNSA, as well as policy matters across the Department of Energy and NNSA enterprise in support of President Obama’s nuclear security agenda.
Madelyn Creedon was confirmed by the Senate on Wednesday, July 23, 2014, as the Department of Energy’s (DOE) Principal Deputy Administrator for the National Nuclear Security Administration (NNSA).
As NNSA’s Principal Deputy Administrator, Ms. Creedon will support NNSA Administrator Frank Klotz in the management and operation of the NNSA, as well as policy matters across the DOE and NNSA enterprise in support of President Obama’s nuclear security agenda.
Phil Calbos serves as the Acting Deputy Administrator for Defense Programs for NNSA. He leads a team in directing the Stockpile Stewardship Program, which is responsible for maintaining the safety, security, and reliability of the nation’s nuclear weapons stockpile.
Deputy Administrator for Defense Nuclear Nonproliferation
Anne Harrington was sworn in as Deputy Administrator for Defense Nuclear Nonproliferation for the National Nuclear Security Administration in October 2010. Previously, Ms. Harrington was the Director of the U.S. National Academy of Sciences Committee on International Security and Arms Control (CISAC) a position she held from March 2005 to October 2010.
Deputy Administrator for NNSA's Office of Naval Reactors
Admiral James Caldwell received his commission graduating with distinction from the United States Naval Academy in 1981 with a Bachelor of Science in Marine Engineering. He also holds a Master of Science in Operations Research from the Naval Postgraduate School.
Acting Associate Administrator for Emergency Operations
Deputy Associate Administrator for Emergency Management and Preparedness Eric Smith is NNSA’s acting Associate Administrator for Emergency Operations, a position he took in November 2016.
Previously, he was the owner of Logistics Assistance Network LLC. Prior to incorporating as a small business owner, Smith served 15 months with Fluor Federal Services as a senior director responsible for domestic response and recovery contingency operations business capture and project management.
Associate Administrator for Safety, Infrastructure, and Operations
Mr. McConnell is the Associate Administrator for Safety, Infrastructure and Operations. He is responsible for overall NNSA safety activities, operations, infrastructure, capital planning, packaging and transportation, nuclear materials integration and sustainment & environmental programs for the NNSA National Security Enterprise. In addition, Mr. McConnell is the NNSA Central Technical Authority responsible for overall safety policy and interpretation throughout NNSA.
Chief and Associate Administrator for Defense Nuclear Security
Jeffrey R. Johnson is the Associate Administrator for the Office of Defense Nuclear Security and Chief of Defense Nuclear Security for the National Nuclear Security Administration (NNSA). In this role, he is responsible for the development and implementation of security programs for the Administration, including the protection, control and accounting of materials, and for the physical and cyber security for all NNSA facilities.
Associate Administrator and Deputy Under Secretary for Counterterrorism and Counterproliferation
Since April 2016, Mr. Tilden has served as the Associate Administrator for Counterterrorism and Counterproliferation with responsibility in preparing for, responding to, and successfully resolving nuclear and radiological accidents and incidents worldwide.
Associate Administrator for Acquisition and Project Management
With over 30 years of experience in construction management, design management, utilities systems operations, employee development, budgeting and contracting, Robert B. Raines serves as the Associate Administrator for Acquisition and Project Management (APM).
Bob comes to NNSA from DOE’s Office of Engineering and Construction Management where he served as the Director for Project Management Systems and Assessments since 2008.
Clarence T. Bishop serves as Associate Administrator for External Affairs. In this role, he is responsible for managing NNSA's Congressional Affairs, Public Affairs, and Intergovernmental Affairs efforts to effectively communicate, promote and defend the NNSA's mission, goals and budget.
He most recently served as Deputy Secretary of the Maryland Department of Business and Economic Development under Gov. Martin O'Malley. He also served four years as O'Malley's chief of staff when O'Malley was Mayor of Baltimore.
Bruce Diamond became the General Counsel for the NNSA in February, 2011. Before that, Bruce was DOE Assistant General Counsel for Environment, the senior career environmental attorney for the Department dealing principally with complex issues regarding the clean-up of the nuclear complex and implementation of National Environmental Policy Act obligations. In addition, he was responsible for addressing health and safety issues. Previously, he was a senior corporate official responsible for environmental and occupational health and safety matters for a major energy company.
Associate Administrator for Information Management and Chief Information Officer
Wayne Jones has served the United States of America for since 1981 when he joined the United States Navy. He entered Federal Civil Service as a Department of Defense (DoD) Information Technology Manager in 2002 and served as the Chief Technology Officer for the Missile Defense Agency (MDA). In 2006, Wayne joined the Department of Energy to continue his service as a Federal Manager for the National Nuclear Security Administration (NNSA).
Randall Hendrickson is a member of the Senior Executive Service and serves as the Associate Administrator for Management and Budget in the National Nuclear Security Administration (NNSA). He is the Senior Career official leading and managing the budget and administrative staffs responsible for enterprise-wide systems and policies at NNSA. His organization guides and assists the Administrator in all aspects of Budget and Financial Management, Business Operations, Human Capital and Leadership Development, International Operations, and Quality Management Performance and Analysis.
Mark Holecek serves as the Manager for the National Nuclear Security Administration’s (NNSA) Kansas City Field Office (KCFO). In this position, he has day-to-day responsibility for NNSA operations under the Kansas City Plant contract. This includes operations in Kansas City, Albuquerque, Los Alamos, and Ft. Chaffee and covers a diverse set of manufacturing and procurement activities for NNSA and national security customers. Products include electronic, mechanical, and engineered material components.
A member of the Senior Executive Service, Nicole Nelson-Jean is the Manager at the Department of Energy (DOE) National Nuclear Security Administration (NNSA) Livermore Field Office (LFO) where she oversees a Federal team of 85 employees and provides oversight for the management, security, quality assurance, environment, health, safety, nonproliferation and national security missions at Lawrence Livermore National Laboratory (LLNL). LLNL employs 6,300 people and has an annual budget of approximately $1.6 billion and government-owned assets of almost $10 billion.
Kim Davis Lebak joined the Los Alamos Field Office in January 2014 as Field Office Manager, serving the Department of Energy’s National Nuclear Security Administration (NNSA). As manager, she is responsible for administering the $2 billion Los Alamos National Laboratory (LANL) management and operating contract and all federal activities on the site. She leads a federal team of 107 federal employees who oversee management, security, quality assurance, environment, health, safety, nonproliferation and national security missions at LANL. The lab employs approximately 10,000 people.
Steven J. Lawrence is the Manager of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) Nevada Field Office. Prior tobeing named Manager, he served as Acting Manager and Deputy Manager.
Geoffrey L. (Geoff) Beausoleil is the Manager for the National Nuclear Security Administration (NNSA) Production Office (NPO). In this capacity, he is responsible for the overall administration of the Management and Operating Contract for the Pantex and Y12 Plants, the day-to-day administration of the NPO, and oversight of Plant operations. The mission of the Y12 and Pantex Plants is to maintain the nuclear weapons stockpile; provide enriched uranium for naval, research, and isotope production reactors; and support nonproliferation activities to reduce the global nuclear threat.
Jeffrey P. Harrell, Colonel, United States Air Force (retired), is the Manager for the Department of Energy’s National Nuclear Security Administration (NNSA) Sandia Field Office (SFO). As Manager, he is responsible for the overall administration of the Sandia National Laboratories (SNL) Contract (~$2.5B/year), the day-to-day administration of the SFO, and oversight of Laboratory operations. The mission of the Sandia National Laboratories is Stockpile Stewardship and National Security Research and Development.
Mr. Douglas James Dearolph is the DOE Manager for the National Nuclear Security Administration’s (NNSA) Savannah River Field Office (SRFO). In this position, he is responsible for enabling NNSA programmatic work at the Savannah River Site (SRS), Aiken, South Carolina. The SRFO is responsible for contract administration and federal technical oversight for NNSA operations that are performed by the Savannah River Nuclear Solutions, LLC, and that support the NNSA mission work.
