Reference Manual and Procedures for Implementation of PURPA Standards in EPACT 2005 (March 2006)

This reference manual is intended to be used as an aid to state commissions and utilities as they consider the new federal standards that are part of the Energy Policy Act of 2005 (Subtitle E, "Amendments to PURPA," sections 1251, 1252, and 1254). It summarizes state commission and unregulated utility requirements and covers implementation procedures and issues to be considered.
