The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is seeking applications proposing research on quantifying, via field measurements and modeling, the improvements in climate and ambient and indoor air quality, and the subsequent impacts on health and welfare, resulting from ongoing, planned, or potential interventions in cooking, heating, or lighting practices.
This research should focus on communities in the developing world and on Indian tribes and Alaska Native groups.

$25,000 Wood Stove Design Contest

The Alliance for Green Heat, along with Popular Mechanics and others are conducting a design contest this year. The winning design will take home $25,000! The Challenge seeks to promote next generation stove designs, build a community of innovators and showcase stove innovation to the public.

Eligible Entities: Federally recognized tribes, tribal organizations, and incorporated non-profit organizations.
EPA’s Environmental Justice Small Grants Program (EJSG) provides funding for projects that address local environmental and public health issues within an affected community. EPA will award grants that support activities designed to educate, empower, and enable communities to understand environmental and public health issues and to identify ways to address these issues at the local level. The long-term goals of the EJSG program are to help build the capacity of communities with environmental justice concerns and create self-sustaining, community-based partnerships that will continue to improve local environments in the future. Eligible applicants must demonstrate that they have worked directly with the affected community.

Glacierland RC&D is partnering with the U.S. Forest Service in requesting proposals from organizations, associations, businesses, and others with experience in residential/industrial heating systems using wood, or partnerships in previous U.S. EPA changeout programs, or experience in managing similar federal/state initiatives. The purpose of this program is to replace older, inefficient wood-burning stoves with clean burning, efficient wood-burning appliances to improve air quality. Public Webinar on DRAFT Proposed Rule – NSPS for New Residential Wood Heaters February 9 at 2:00 PM ET
The U.S. EPA invites the public to participate in a webinar on EPA’s upcoming proposed New Source Performance Standards for New Residential Wood Heaters, New Residential Hydronic Heaters and Forced-Air Furnaces, and New Residential Masonry Heaters.
The webinar will take place on Thursday, February 9, 2012, from 2:00-3:15 p.m. Eastern Time.
EPA will provide information about the current drafts of the upcoming proposals. The proposals, which are still in development, include:
– tighter emission limits for new residential wood stoves to reflect today’s Best Systems of Emission Reduction;
– new emission limits for new residential hydronic heaters and forced air furnaces and new residential masonry heaters to reflect today’s Best Systems of Emission Reduction;
– elimination of the current exemption for pellet stoves and single burn rate stoves;
– test method revisions as appropriate; and
– compliance assurance process improvements.
EPA does not expect to include any requirements for heaters that are solely fired by gas or oil. EPA also does not expect to include any requirements for wood-fired fireplaces. Please note: these proposals apply only to new appliances.

New Study Finds Community-Wide Wood stove “Changeout” Can Improve Outdoor, Not Just Indoor, Air Quality
The study, Assessing the Impact of a Wood Stove Replacement Program on Air Quality and Children’s Health, by Curtis Noonan of the University of Montana in Missoula and his colleagues, evaluated a large-scale program to replace some 1200 older wood stoves with new, less polluting stoves in the rural mountain community of Libby, Montana, where residential wood combustion had been identified as a major winter time source of fine particulate matter (PM) air pollution.

EPA Small Grant Awards and 2012 Solicitation
The U.S. Environmental Protection Agency (EPA) announced it awarded more than $1 million in grants to 46 non-profit and tribal organizations working to address environmental justice issues nationwide. EPA also announced it is seeking applicants for $1 million in environmental justice small grants expected to be awarded in 2012.
The 2012 grant solicitation is now open and will close on February 29, 2012. Applicants must be incorporated non-profits or tribal organizations working to educate, empower and enable their communities to understand and address local environmental and public health issues. EPA will host four pre-application teleconference calls on December 15, 2011, January 12, 2012, February 1, 2012 and February 15, 2012 to help applicants understand the requirements.

Below is the announcement from the CNS. This could be a creative way to help fund a wood smoke/healthy homes program with a living, breathing grant.
The Corporation for National and Community Service (CNCS) announces the availability of funding for AmeriCorps State and National and Indian Tribes Planning Grants. Planning grants support the development of AmeriCorps programs so the applicants are better prepared to compete for an AmeriCorps grant in the following grant cycle. The actual level of funding will be subject to the availability of annual appropriations, which have not been made. Applicants may apply for up to $50,000. Organizations applying for planning grants must not have previously received an AmeriCorps grant.
The 2012 AmeriCorps grant competition focuses on six different areas: economic opportunity, disaster services, healthy futures, education, veterans and military families, and environmental stewardship. The three grant opportunities include Indian Tribes Planning Grants, State and National Grants, and State and National Planning Grants.
The CNCS is seeking to target the focus areas of Education, Disaster Services, and Veterans and Military Families Focus Areas. The purpose of the grants is to support the development of AmeriCorps programs that will engage members in evidence-based interventions to solve community problems. Planning grants help support the development of AmeriCorps programs so that applicants are better prepared to compete for an AmeriCorps grant in the following grant cycle.
Organizations that are interested in using national service as a solution to problems are encouraged to apply for these grants. Public or private nonprofit organizations are eligible to compete for the three grant opportunities, including Indian tribes; faith-based and other community organizations; partnerships and consortia; intermediaries planning to subgrant funds; labor organizations; institutions of higher education; and states or territories.
Intent to Apply
Organizations applying for an AmeriCorps grant are encouraged to send an Intent to Apply via e-mail by December 15, 2011. E-mails can be sent to americorpsgrants@cnc.gov, and should include a statement of intent and the name of the Notice of Federal Funding Opportunity.
Deadline
Applications for any of the grants are due January 18, 2012, at 5:00 p.m. Eastern Time, and successful applicants will be notified by mid-April, 2012. Applicants must apply using eGrants, the web-based application system. Indian tribes may apply through state commissions, or directly to CNCS.

Scientists from the College of Forestry at Oregon State University, along with other institutions in Germany and France, concluded that an emphasis on bioenergy would increase carbon dioxide emissions from West Coast forests at least 14 percent, if the efficiency of such operations is optimal. The study appears in Nature Climate Change and was supported by the U.S. Department of Energy.
