The Environmental Protection Agency (EPA) is committed to making its websites and software applications as accessible to the widest possible audience, including people with disabilities, in accordance with Section 508 of the Rehabilitation Act (29 U.S.C. 794d).
However, unless a proper system is put in place, accessibility, under Agile, will always take a backseat to the creation of new features. Accessibility should not be relegated to testing after the fact; it must drive design and technical decisions and guide the development process.
