Fueling our Future

This month EPA took an important next step to ensure that the cars of the future are not only the most fuel efficient, environmentally friendly and cost-effective cars to hit America’s roads – but they’re also the healthiest.

The new tailpipe standards we proposed, which are currently out for public comment, will protect millions of Americans from breathing polluted, potentially harmful air. These standards for tailpipe emissions are called “Tier 3” and include a combination of lowering sulfur content in gasoline and enhancing emission controls in automobiles – a systematic approach that has proven successful in the past as an efficient and cost effective program. That, in turn, will lead to significant public health benefits: Our research indicates that, by 2030, Tier 3 standards would annually prevent up to 2,400 premature deaths, 23,000 cases of respiratory symptoms in children, and 1.8 million sick days home from work or school.

Tier 3 tailpipe emission standards are designed to work in concert with vehicle fuel economy and green house gas standards the Obama Administration finalized last summer. When fully implemented, this comprehensive approach will save thousands of lives and protect the health of millions – all while strengthening our energy security, cutting greenhouse gas emissions, and saving drivers money at the pump.  Reducing our dependence on oil, and foreign oil in particular, is an important part of the all-of-the-above approach to energy President Obama has long championed. So, even as we are increasing the amount of oil produced on our shores annually, we are also working to ensure the cars Americans will be driving are far more fuel efficient.  The fuel economy and greenhouse gas standards finalized last summer will phase in each year and ultimately double the fuel economy of motor vehicles by 2025, cutting oil consumption by 12 billion barrels in the process. Less oil consumed means substantially less greenhouse gas pollution, a leading driver of climate change. It also means fewer dollars spent filling up gas tanks – an estimated 1.7 trillion fewer dollars in total. Much has been made of the small – less than a penny – estimated increase in the cost of gasoline from Tier 3, but when you look at the full program and improved fuel economy and the tremendous savings of using half the gasoline for the same drive, consumers win – big time.

Much like the standards from last summer, the proposed Tier 3 tailpipe emission standards are already seeing widespread support from the auto industry. Clear, national standards allow manufacturers to sell the same vehicles in all 50 states. They also give automakers the market confidence they need to invest in the cleaner, more efficient technologies of the future. That’s why Gloria Berquist, vice president of the Alliance of Automobile Manufacturers, this month called Tier 3 “a positive step forward,” explaining that the industry has wanted a “road map” to simplify regulations nationwide. When coupled with the fuel economy standards, these comprehensive approach fuel and tailpipe standards will provide the clear signal for increased investment and jobs in the automobile industry.

State and local officials support Tier 3 tailpipe standards, too. Stronger emissions standards make it easier for local governments to meet their Clean Air Act responsibilities and ensure residents are able to enjoy the clean, healthier air they expect and deserve.

Cleaner air rarely comes for free, but we often find that costs are dwarfed by the benefits clean air provides. This case is no exception. By 2030, EPA estimates that the monetized health benefits of the proposed Tier 3 tailpipe standards would be somewhere between $8 and $23 billion each year. That’s up to $7 in health benefits for every $1 invested in meeting the new standards. When combined with the thousands of dollars every driver will save at the pump thanks to last summer’s updated fuel economy standards, American drivers will be paying a lot less for gasoline over the next decade.

That is the beauty of the comprehensive approach now made possible by the proposed Tier 3 tailpipe standards: significant air pollution reductions with up to $23 billion in health benefits and modern fuels for modern automobile technology that is creating investment and jobs, doubling fuel economy, cutting gasoline bills in half on average and reducing green house gases.

For more than four years, this administration has worked to ensure the next generation of vehicles will offer all of the choices drivers have today. But those vehicles will also be more technologically advanced than ever before. They will be more efficient and much cheaper to power. And they will leave our communities cleaner and healthier than they have been in decades.

Reducing Emissions Can Be Habit Forming

Every day, there are dozens of things we do without even thinking. When we wake up, we brush our teeth. Before we eat, we wash our hands. When we leave home, we lock the door. These habits, like fastening our seatbelts or looking both ways before we cross the street, keep us healthier and safer.

It’s not such a big step to build similar habits that reduce the greenhouse gas emissions that contribute to climate change. There are lots of simple habits you can acquire to reduce emissions and protect the climate. If everyone does their part, small simple steps add up to big changes.

Here are some easy ways to incorporate habits to protect the climate –

  • Turn off the lights when you leave the room.
  • Check your tire pressure regularly.
  • Recycle bottles, instead of throwing them out.
  • Print double sided, instead of single sided.
  • Turn off the tap while brushing your teeth.
  • When a light burns out, replace it with an ENERGY STAR light.
  • Get in the habit of unplugging electronics not in use. Consumer electronics account for 15% of household electricity.
  • Give your car a break. Bike, walk, carpool or take public transportation. This action not only reduces your carbon footprint, but also promotes an active and healthy lifestyle.
  • Turn your thermostat a few degrees cooler in the winter, and warmer in the summer.
  • Calculate your household’s carbon footprint and learn ways to reduce emissions, energy use and waste disposal costs.

Other easy things to do that can be slightly bigger investments –

  • Look for the ENERGY STAR label when buying appliances/ office equipment. The typical household spends more than $2,100 a year on energy bills. With ENERGY STAR, you can save over one-third or more than $700 on your household energy bills.

If you keep following the simple steps, you can make reducing climate change a daily habit – as easy as brushing your teeth!

They say that you can judge a person by the company he or she keeps. That’s true for businesses as well, and it’s why we’re so proud to be one of 50 utilities, retailers, manufacturers and states that have a strong commitment to appliance recycling – among other energy efficiency programs — that will lead the country to its great green future. Today we celebrate the sixth anniversary of the Environmental Protection Agency’s Responsible Appliance Disposal (RAD) program.

California utilities were on the forefront of appliance recycling programs more than 20 years ago (we’ve been a RAD partner since 2006), and in May, Southern California Edison customers recycled their 1 millionth refrigerator or freezer.

Through this program, everybody wins. The customer’s electric bills are lowered when they replace an old, inefficient refrigerator with an ENERGY STAR-qualified one that doesn’t have to work as hard to keep food cool. The utility wins because the cheapest kilowatt hour is the one you never use. And the environment wins because there are fewer greenhouse gases and other pollutants that enter the atmosphere, as well as less material that’s sent to landfills. Consider that SCE customers saved a total of 7.9 billion kilowatt-hours when they recycled their 1 millionth refrigerator. That is equivalent to avoiding emissions of 1.1 million cars for a year, planting 140 million trees, and saving enough energy to power 13.5 million homes for a month. And of course, collectively, those customers saved around $1 billion.

1 Millionth Recycled Refrigerator

Last week was a huge milestone for Southern California Edison — we recycled our 1 millionth refrigerator. A million refrigerators is enough to fill a football stadium.

Partners from EPA’s ENERGY STAR and Responsible Appliance Disposal (RAD) programs and the National Resources Defense Council (NRDC) helped us celebrate at the Appliance Recycling Centers of America (ARCA) facility in Compton, Calif. Jared Blumenfeld, the administrator of EPA’s Pacific Southwest Region, joined us to watch the ceremonial appliance crushing.

We are proud to have been one of the founding partners of EPA’s RAD program. In fact, I was at the launch event in October 2006. Since then, we’ve continued to be a leader in ensuring that old, inefficient fridges are taken off the grid and properly recycled. That includes recovering harmful substances found in the refrigerant and insulating foam.

As a RAD partner, we’ve avoided emissions of more than 170,000 pounds of substances that harm the ozone layer, and about 3.9 million metric tons of carbon dioxide. That’s the equivalent of removing 760,000 cars from the road.

In celebrating this milestone, SCE must also give credit to the California Public Utilities Commission and the NRDC, two organizations that provide incredible support for policies that encourage energy efficiency. And of course, without ARCA, and our other recycling partners, a million refrigerators could be disposed improperly, creating extensive damage to the environment.

ARCA began operations in California in 1993 as part of the Rebuild Los Angeles initiative following the civil unrest that occurred at that time. Since then, SCE’s recycling program provided nearly 75 percent of this facility’s business, with 63 full-time employees dedicated to the SCE work – with a 25 percent increase in staff during the busy summer months. For many of these employees, it’s the first time they worked for a company that offered healthcare, educational and vacation benefits.

And finally, thank you to our customers and to utility customers across the nation who understand that the cleanest, cheapest kilowatt hour is the one you never use.

The Mullen Monument – Not What It Used To Be

I won’t be surprised if you haven’t heard of the Philadelphia sculptor, Daniel Kornbau. I hadn’t either until I began researching my ancestry. I learned that Daniel was the brother of my great grandmother Emma. His most famous work is the Mullen Monument, which was commissioned by the millionaire William James Mullen. It was, in fact, on display at the 1876 Centennial Exposition in Philadelphia’s Fairmont Park. You can see it today in Laurel Hill Cemetery, where its location is marked on the visitors’ map. For Rocky fans, Laurel Hill is the cemetery where Adrian Balboa was buried.

After seeing many photos of the Mullen Monument on the web, I was surprised to see how weathered it was “in person.” Sharp edges were rounded. You can barely read Daniel’s name and address under the seated woman. Years of acid rain have not been kind to my great uncle’s work of art.

Philadelphia is downwind of many industrial sources of sulfur dioxides (SO2) and nitrogen oxides (NOx) emissions, particularly power plants that burn fossil fuels. These pollutants combine with moisture in the air to form the acid rain that reacts with the calcite in marble and limestone, causing the calcite to dissolve, destroying the fine details that Daniel worked so well to create.

The good news is that in the last few years, pollutants causing acid rain in the Philadelphia area have been reduced by actions including installing additional controls on power plants and burning cleaner coal. And, it was a pleasure to see Administrator Jackson’s recent announcement about requiring significant new reductions in power plant mercury and toxic emissions.

What can we do to help? Conserve energy, since energy production causes the largest portion of the acid rain problem. In this way we can help preserve fine works of art for future generations.

Science Wednesday: Riding in Style

Imagine the swooshing sound of air being vacuumed. This is what I heard the second I stepped into the car. As I looked inside, I noticed the jungle of wires, plugs and Back to the Future-like machines. While maybe not as cool as a DeLorean, the vehicle I just stepped into might just be a clean air scientist’s dream ride.

Lucky for me I was riding with one—EPA’s own Gayle Hagler (someone I’ve blogged about previously). Gayle invited me to ride along with her in EPA’s tripped out science vehicle, so I could learn more about the Geospatial Mapping of Air Pollutants (GMAP) project.

Through the project, Gayle and other researchers are designing, developing and utilizing state-of-the-art mobile measurement systems to gain insights into the sources of air pollution and the impacts emissions have on public health.

This isn’t your ordinary car. What started out as an everyday, economy-sized, gasoline-powered vehicle was transformed into an electric-powered, zero emissions, air quality ‘sniffing’ machine that can travel up to 100 miles, give or take depending on the speed. Gayle and her EPA colleagues use it to measure air pollution on and near highways.

From the outside, the car looks normal except for a small sphere-like ‘hat’ on top. This is where the high-tech GPS antenna sits and gives the car’s location by the second. Inside is where you really notice the differences. Here, there are many machines that take in outside air as the car drives, which analyze the amount and types of pollutants being emitted by other vehicles.

I’ve never ridden in an electric car before and especially one with top-of-the-line air pollution monitoring equipment in it. I felt as if I were a character in Back to the Future with all the science going on but relieved to notice Gayle was way more down to earth than crazed “Doc Brown.” As we rolled, she explained some of the data activities going on around us like how she and her colleagues collect measurements on pollutants important to the Agency, including black carbon, carbon monoxide and fine particles.

I felt very privileged to ride in such style—an innovative EPA vehicle that measures air quality as part of our effort to inform policy from a local to national level.

Are Green Business More Likely to Attract Your Green?

During the holidays, I was waiting in line at a major retailer. While waiting, I noticed that they had several displays near the cashiers highlighting the retailer’s commitment to protecting the environment. In fact, they prominently displayed their actions in favor of sustainability practices such as recycling/minimizing waste, energy efficiency, emission reduction, and encouraging environmental values. I was so impressed on seeing how committed the company was to reducing its carbon footprint nationwide that I visited its website to learn more about their green practices. I was pleased to see that the retailer had been recognized by EPA for achieving several milestones in the past years such as increasing the number of Energy Star certified stores, LEED-certified locations, using solar energy, increasing their water efficiency, and recycling efforts to name a few. The retailer was an active participant in several of EPA’s partnership programs such as Energy Star, EPA Green Power Partnership, EPA WasteWise, and EPA SmartWay Shipper.  They even noted how they encouraged their employees to volunteer in numerous environmental protection activities throughout the year. All this information made me look at the retailer with a new light. It was evident that the company was trying to do its best to be a good green corporate citizen. Have you encountered similar situations with companies you buy from or do business with? Do their green practices influence you in any way? We would love to know.

And on a similar note, while we’re discussing green business practices, there are many green activities we can engage in at a personal level. Cutting Mercury and Protecting America's Children

From historic efforts to cut pollution from American automobiles to strong measures to prevent power plant pollution from crossing state lines, 2011 was already a banner year for clean air and the health of the American people. And the EPA is closing out the year with our biggest clean air protection yet.

Last week, we finalized the Mercury and Air Toxics Standards, or MATS, a rule that will protect millions of families and, especially, children from air pollution. Before this rule, there were no national standards that limited the amount of mercury, arsenic, chromium, nickel and acid gases power plants across the country could release into the air we breathe. Mercury is a neurotoxin that is particularly harmful to children, and emissions of mercury and other air toxics have been linked to damage to developing nervous systems, respiratory illnesses and other diseases. MATS will require power plants to install emissions controls that will also reduce particle pollution, which has been linked to premature death and cardiovascular and respiratory diseases.

As a result, MATS will provide between $37 billion and $90 billion in health benefits for the American people. Once the rule is fully implemented in 2016, it will prevent up to 11,000 premature deaths, 4,700 heart attacks, and 130,000 cases of aggravated asthma among children between six and 18 years old.

That last point is especially significant to me as a mother. I understand the importance of MATS in very profound ways, because both of my sons have struggled with asthma. Fifteen years ago, my youngest son spent his first Christmas in the hospital fighting to breathe. Like any parent of a child with asthma, I can tell you that the benefits of clean air protections like MATS are not just statistics and abstract concepts.

What we’re really talking about with all those numbers above are pregnant mothers who can rest a little easier knowing their children won’t be exposed to harmful levels of mercury in critical development stages. We are talking about reducing the levels of mercury in the fish that we and our kids eat every day. We are talking about future generations growing up healthier because there is less toxic pollution in the air they breathe.

What we’re also talking about with MATS are thousands of new opportunities for American workers. Not only will MATS provide health benefits that far outweigh the costs of compliance, it will also support jobs and innovation for our economy.

To meet the MATS standards over the next several years, many power plants will have to upgrade their operations with modern and widely available pollution control technology. There are about 1,100 coal-fired units that are covered by MATS, and about 40 percent do not use advanced pollution controls to limit emissions. Increased demand for scrubbers and other advanced pollution controls will mean increased business for American companies that lead the way in producing pollution control technology.

But that’s just the start. Power plants making upgrades will need workers to build, install, operate and maintain the pollution controls. As the CEO of one of the largest coal-burning utilities in the country recently said about cutting emissions by installing pollution control technology, “Jobs are created in the process – no question about that.” The EPA estimates that the demands for workers will support 46,000 short-term construction jobs and 8,000 long-term jobs.

The Mercury and Air Toxics Standards will protect millions of families and children from harmful and costly air pollution, provide the American people with health benefits that far outweigh the costs of compliance, and support job creation and innovation that are good for our economy. Families across the country – including my own – will benefit from the simple fact of being able to breathe cleaner air. That is what environmental protection and the work of the EPA is all about.

In this holiday season as we gather with our friends and families, Americans can take pride in the gift of clean air. Our children and future generations will have healthier air to breathe because of MATS and this historic year for clean air protection.

Science Wednesday: Working With the Best of the Best

Two of our very own EPA scientists, Dr. Gayle Hagler and Dr. David Reif, received the 2010 Presidential Early Career Award for Scientists and Engineers (PECASE). The award is the highest honor bestowed by the U.S. government on outstanding science and engineering professionals in the early stages of their independent research careers … and I am working with one of them on various communications projects!

Dr. Gayle Hagler—the award-winning scientist I’m working with—was nominated for leading research in the development and use of new technologies (electric vehicles and GPS) to measure and map air pollutant emissions near roadside locations. Such research also looks at how barriers, like sound walls and vegetation, reduce the distance air pollutants travel from highways to nearby communities.

My work with Dr. Hagler involves developing a video about her near-roadway mobile emission research, interviewing her and her colleagues. As part of that work, I will get to take a ride in the mobile measuring vehicle—a converted, electric-powered PT Cruiser with the air measuring instruments conveniently placed in the back. Along with the video project, Dr. Haglar has worked with me on a writing assignment involving EPA black carbon research.

I can easily say how excited I am about working with such a gifted and well-known scientist. To be around and work with a recipient of such a prestigious award makes me realize the unique experience I am having at the EPA where such innovative and intelligent people work. I believe this is a story I will share with others both now and in the future, and one that will open my eyes to her research and how I’m contributing through public outreach.

Dr. Hagler’s co-honoree is EPA’s Dr. David Reif, who was nominated for his work developing tools for organizing and profiling chemicals for potential toxicity to human health and the environment, as well as studying childhood asthma in order to develop more personalized diagnoses, management and treatments. He is also an active member in the community, teaching at a local university and speaking publically to others about science. Dr. Reif has even blogged here on Science Wednesday!

Science Wednesday: It’s Easy To Be Green (at Scientific Meetings)

How green are scientific societies? The Council of Scientific Society Presidents represents about 60 organizations with over 1.4 million members. If they all flew once a year to meet together for four days, that’s collectively 2.8 million flights and 11.2 million dirty coffee cups from breaks. Travel to and from meetings pours large amounts of greenhouse gases into the atmosphere. 1 For many frequent-flying scientists, air travel produces our biggest personal greenhouse gas impact, often making the carbon footprint of ecologists and conservation biologists exceed the U.S. per capita carbon footprint.  2 Many scientific societies are striving to make their meetings greener.

Recently, I helped prepare a green meeting policy for the Coastal and Estuarine Research Federation (CERF), an international scientific organization that “advances understanding and wise stewardship of estuarine and coastal ecosystems worldwide.” The United Nations Environment Program says a green meeting is one where emissions of greenhouse gases are minimized and unavoidable emissions are compensated for, natural resource consumption is minimized, waste generation is avoided where possible and remaining waste is reused or recycled, and the local community benefits economically, socially, and environmentally.

Among other things, the policy calls for meeting attendees to make voluntary donations to a carbon offset fund. Offsets are not meant to replace reducing your emissions; offsets are to be used for emissions you cannot avoid. To be credible, it is important to buy certifiable carbon offsets that result in a real reduction of carbon dioxide emissions that would otherwise not have happened. The Nature Conservancy website lists what to look for in carbon offset programs: permanence, additionality (would it have happened anyway), no leakage (the old practice just displaced to a new area), and standards of verification by third parties. Alternatively, CERF conferences can provide environmental footprint offsets for impacts other than carbon dioxide emissions (e.g., water use, paper consumption, waste products). Donations to local projects that, while not a certifiable carbon offset, would enhance other environmental values (e.g., local oyster reef restoration, small coastal vegetated buffer), serve to engage the community and provide local benefits.

The CERF Board hopes the policy will reduce the environmental footprint of CERF meetings and encourage other scientific organizations to follow down the same green path.
