Capacity Building Branch (CBB)

The mission of the Capacity Building Branch (CBB) is to improve the performance of the HIV prevention workforce by increasing the knowledge, skills, technology, and infrastructure needed to implement and sustain science-based, culturally appropriate HIV prevention interventions and strategies.

CBB has four teams whose interdependent activities directly address core capacity building assistance (CBA) program priorities. The teams and their responsibilities include:

• Partnerships Team: Provides programmatic oversight, technical guidance, and performance monitoring for funded organizations within the CBA Provider Network CPN). The team includes public health advisors who serve as program consultants and are subject matter experts on cooperative agreement monitoring, stewardship, and delivery of CBA services.
• Prevention in Clinical Care Team: Builds capacity of the HIV prevention workforce to achieve success at each step of the HIV continuum of care by supporting implementation of evidence-based behavioral and bio-medical HIV prevention interventions and public health strategies in healthcare settings. The team mainly includes health scientists with expertise to support CBB’s mission.
• Science Application Team: Provides technical expertise and builds workforce capacity for the effective and efficient implementation of behavioral and structural HIV prevention interventions and strategies. The team includes behavioral scientists with expertise in diffusion of evidence-based interventions in health departments, community-based organizations, and other non-clinical settings.
  The team also includes a Monitoring and Evaluation Activity that oversees CBB’s ongoing efforts to monitor, evaluate, and improve its programs including administration of the CBA Tracking System, or CTS.
• Training and Development Team: Provides oversight for the development, design, and delivery of HIV prevention trainings to improve implementation of evidence-based interventions and strategies by the HIV prevention workforce. The team includes health education specialists with expertise in instructional design; training product development; and training assessment, delivery, and evaluation.

CBB funds and oversees a network of CBA providers that deliver services to strengthen the capacity and improve the performance of the nation’s HIV prevention workforce.

• This notice of funding opportunity supports the CPN with implementing the following four program components: 1) national training, 2) regional technical assistance, 3) continuous quality improvement and sustainability for community-based organizations, and 4) marketing and administrative support for the CPN.
• The CPN provides free CBA services to state and local health departments, community-based organizations, and healthcare organizations to support their implementation of high-impact HIV prevention initiatives. Effective Interventions: HIV Prevention That Works
This website is designed to support HIV prevention providers in their delivery of high-impact prevention that uses scientifically proven, cost-effective, and scalable interventions targeted to the right populations in the right geographic areas to increase the impact of HIV prevention efforts. Resource materials are available for various biomedical, behavioral, and structural interventions; public health strategies; and social marketing campaigns.

To register for or view upcoming CDC-supported classroom trainings, or access eLearning modules, please join the CDC HIV Capacity Building Assistance (CBA) Learning Group on CDC TRAIN, and visit the HIVCBA Training Plan. This CDC TRAIN guidance document pdf icon[PDF – 862 KB] offers step-by-step instruction on creating a CDC TRAIN account, joining a learning group, and locating a training plan. Courses available as part of the HIVCBA Training Plan are primarily designed for U.S.-based HIV prevention providers in health departments, community-based organizations, and healthcare organizations.

To view and register for scheduled classroom trainings:

1. Access the National HIV Classroom Learning Center training calendarexternal icon hosted on Cicatelli Associates, Inc.’s (CAI’s) website.
2. Pre-register for your selected course via the link provided in the training calendar.
3. Complete your registration on CDC TRAINexternal icon as directed when you receive an email from the National HIV Classroom Learning Center. You must join the HIV CBA Learning Group and locate the HIV CBA Training Plan in order to complete your CDC TRAIN registration for a specific classroom session (step-by-step instructions are available).

To access eLearning modules, including classroom training prerequisite courses:

1. Log-in to CDC TRAINexternal icon and access the HIV CBA Training Plan (step-by-step instructions pdf icon[PDF – 862 KB] are available).
2. Select the module you wish to take.
3. Launch the module or save the module for later.

CBA Tracking System (CTS)
The CBA Tracking System is a web-based application that allows CDC-funded organizations to request CBA. You must have a CTS account to request CBA services.

To request that a classroom training be scheduled:

1. CDC’s directly funded health department and CBO partners may request delivery of a CDC-supported training by submitting a request in the CBA Tracking System.
2. Organizations not directly funded by CDC may contact their state or local health department for assistance in submitting a training request.
