NASA released a completely updated guide on processes and requirmeents of Systems Engineering in NASA product development programs. This revision has been reviewed and commended by a number of senior systems engineers in the Department of Defense. It discusses the technology transiiton or insertion in NASA's acquisition process, which is similar to the DoD Acquisition Lifecycle Framework, also called the Defense Acquisition Management System. Very little discussion of technology project management, but a good discussion on acquisition aspects of technology.

NASA and DoD work closely with each other and the professional systems engineering society, the International Council on Systems Engineering (INCOSE), and collaborate on our common application of systems acquisition in product development programs. This is one of the newest US Government documents on planning for and applying systems engineering, which is an excellent reference. It discusses technology issues, but primarily in the context of NASA's acquisition process.
