Recognizing Leaders in Food Waste Reduction this Holiday Season

In just a few days, households across the nation will celebrate Thanksgiving, a cherished tradition of spending time with family and friends and sharing a meal. Many households, after enjoying abundant Thanksgiving meals, throw wholesome food into landfills. Did you know that food is the largest part of our everyday trash – more than paper, plastic, and glass? Reducing food waste results in significant environmental, social and financial benefits to our communities.

Food rots quickly in landfills and produces methane, a greenhouse gas that is 25 times more potent than carbon dioxide at trapping heat in the atmosphere. Not only does wasting nutritious food exacerbate climate change, but we miss the opportunity to feed the millions of Americans that live in food insecure households. Additionally, throwing away food squanders money – an average family can spend up to $1,500 on food that is never eaten. Communities can save money, feed those in need and lessen environmental impacts by implementing strategies to prevent and reduce food loss and waste.

Innovative organizations recognize the benefits of sustainably managing food and are making real in-roads to prevent and reduce wasted food. This year’s top Food Recovery Challenge (FRC) national performers kept tons of food from becoming waste in 2015. Their creative practices range from targeting food recovery at farmers’ markets, creating food waste eco-leader volunteer programs in high schools, and adding infrastructure to better manage the distribution of perishable produce. These are a few great examples of what businesses and organizations can do to reduce food loss and waste across their operations.

The efforts of this year’s award winners, as well as the actions of all FRC participants and endorsers, will help us meet the national goal to reduce food loss and waste by 50 percent by 2030 and aligns with the United Nations’ Sustainable Development Goals. The federal government, led by EPA and USDA, is calling on leaders throughout the public and private sectors to heed the Call to Action to meet the 2030 goal. To do this, we need help from every sector, organization and household across America. The FRC participants are leading the way and I encourage others to institutionalize these best practices.

What can you do? Businesses and organizations can assess their food waste and related management practices to find out what’s being thrown out and why by utilizing our tools to determine the best ways to implement reductions in their everyday operations. Individuals can make small shifts in how they shop, prepare and store food to reduce waste (e.g., use up overly ripe produce in creative recipes such as smoothies or compotes). Start by considering a new tradition this Thanksgiving of sending your dinner guests home with a container of nutritious leftovers so they don’t go to waste.

Three Ways Climate Change is Harming Marine Species

Earth’s average temperature has risen by 1.5°F over the past century. EPA’s Climate Change Indicator project tracks changes in our environment related to this warming, including observable changes on land like wildfire severity, snowfall, and heavy precipitation. A new indicator on marine species released in the 4th Edition of EPA’s Climate Change Indicators in the US report shows that marine ecosystems are also feeling the heat. We may not be able to “sea” it, but climate change is also affecting our oceans. What does this mean for fish and other marine species?

1. Oceans are getting hotter. Changes in water temperature can affect the environments where fish, shellfish, and other marine species live. As climate change causes the oceans to become warmer year-round, populations of some species may adapt by shifting toward cooler areas.

According to the fourth edition of EPA’s Climate Change Indicators in the United States report, American lobster, black sea bass, red hake, and over a hundred other populations of marine species have already shifted north to cooler waters. And we’re not talking a mile or two – in fact, these three economically important species have shifted their average center of biomass northward by an average of 109 miles over just 32 years. For all 105 marine species studied, the average center of biomass along U.S. coasts shifted northward by about 12 miles between 1982 and 2014. At the same time, these 105 species moved an average of 18 feet deeper.

2. Oceans are becoming more acidic. The acidity of seawater is increasing as a direct result of increasing carbon dioxide levels in the air from human activities, like burning fossil fuels. Concentrations of carbon dioxide are higher than in the last 800,000 years. Carbon dioxide dissolves in water, changing seawater chemistry and decreasing pH (making seawater more acidic). The ocean’s increased acidity results in thinner shells and more shellfish die as they become easier for predators to eat.

Corals are also very sensitive to rising acidity, as it is difficult for them to create and maintain the skeletal structures needed for their support and protection. Corals provide vital fish spawning habitat and support for thousands of marine species. EPA’s Climate Change in the United States: Benefits of Global Action states that without action on climate change, dramatic loss of shallow coral cover is predicted to occur. For example, coral cover in Hawaii is projected to decline from 38% (current coral cover) to approximately 5% by 2050 without significant global action on climate change.

3. More severe storms and precipitation can pollute coastal waters. Warmer oceans increase the amount of water that evaporates into the air. When more moisture-laden air moves over land or converges into a storm system, it can produce more intense precipitation—for example, heavier rain storms. Heavy rain in coastal areas can lead to increases in runoff and flooding, impairing water quality as pollutants on land wash into water bodies. Some coastal areas, such as the Gulf of Mexico and the Chesapeake Bay, are already experiencing “dead zones” – areas where water is depleted of oxygen because of pollution from agricultural fertilizers, delivered by runoff. The phrase “dead zone” comes from the lack of life – including fish – in these waters.

An Important Milestone for Secure Carbon Dioxide Storage

If we are to address climate change effectively, we need to reduce emissions of the carbon pollution that is causing our earth to warm, leading to far-reaching impacts upon our health and environment. One strategy that can allow large emitters of carbon dioxide – such as power plants or large industrial operations – to significantly reduce their greenhouse gas emissions is to deploy carbon capture and sequestration (CCS).

CCS is a suite of technologies that capture carbon dioxide (CO2) at the source and inject it underground for sequestration in geologic formations. Enhanced oil recovery (where CO2 is injected to facilitate recovery of stranded oil) has been successfully used at many production fields throughout the United States and is a potential storage option.

As CCS has grown in promise and practice, we have developed standards and guidelines to protect our health and ensure that the CO2 injected underground remains there safely. Under the Safe Drinking Water Act, we have comprehensive rules for both traditional enhanced oil recovery injection wells, and for wells engaged in large-scale sequestration, to ensure that CO2 injected underground does not endanger our drinking water. Our Greenhouse Gas Reporting Program (GHGRP) has also developed a rigorous – and workable – accounting and monitoring system to measure the amount of greenhouse gases that are injected safely underground rather than emitted as air pollution. The GHGRP complements the injection well standards, and requires reporting facilities to submit a plan for reporting and verifying the amount of CO2 injected underground. Once the plan is approved, facilities report annual monitoring activities and related data. The GHGRP air-side monitoring and reporting requirements provide assurance that CO2 injected underground does not leak back into the atmosphere. Together, the comprehensive regulatory structure achieved through the injection well standards and GHGRP assure the safety and effectiveness of long-term CO2 storage.

The milestone that we’re marking is that the first such “monitoring, reporting, and verification” plan under the GHGRP was submitted by an enhanced oil recovery facility located in Texas and managed by Occidental Permian, Ltd., a subsidiary of Occidental Petroleum Corporation (or “Oxy”). We have recently approved the plan, which allows Oxy to begin reporting annual data to the Greenhouse Gas Reporting Program, starting with data for 2016.

Oxy voluntarily chose to develop and submit a comprehensive plan in order to track how much carbon dioxide is being stored over the long-term. Oxy’s plan shows that our Greenhouse Gas Reporting Program framework provides value to companies, as well as to EPA and the public, to help track how much carbon dioxide is being stored and provide confidence that the carbon dioxide remains securely underground over time. Strong and transparent accounting methods are critical for measuring progress towards our nation’s greenhouse gas reduction goals. As more power plants and large facilities consider CCS as a means to reduce greenhouse gas emissions, we have at the ready a proven framework to ensure accurate accounting for CO2 stored underground.

Working Together to Implement the Clean Power Plan

This summer, EPA issued our historic Clean Power Plan, one of the largest steps America has ever taken to combat climate change and protect future generations. The Plan puts the U.S. on track to significantly cut carbon pollution from power plants – our nation’s biggest single contributor to climate change.

Because greenhouse gas pollution threatens public health and welfare, EPA is using its authority under the Clean Air Act to regulate sources of these pollutants, including in the power sector. Along with the many other actions we’re taking under President Obama’s leadership, the Clean Power Plan will translate to major health benefits and cost savings for American families.

The Clean Power Plan is grounded firmly in science and the law. Science clearly shows that carbon dioxide fuels a changing climate, which in turn poses threats to our health and to the environment that sustains us all. The Plan is fully consistent with the Clean Air Act, and relies on the same time-tested state-federal partnership that, since 1970, has reduced harmful air pollution by 70 percent, while the U.S. economy has tripled.

What makes the Plan so effective is that it reflects the voices of those who are closest to the issues on the ground. Extensive input from states, industry representatives, energy regulators, health and environmental groups, and individual members of the public helped us get to a plan that we know works for everyone.  In fact, we considered over 4.3 million comments received in response to our initial proposal.

And we listened.

It was feedback from utilities that made sure our plan mirrors how electricity moves around the grid, so that we could open up opportunities. It was input from states that made sure we set fair and consistent standards across the country. And it was comments from many folks that told us that we needed to extend the timeframe for mandatory cuts by two years, until 2022. States and utilities told us they needed more time, and we listened.

As a result of this unprecedented amount of outreach, the Plan is fair, flexible, affordable, and designed to reflect the fast-growing trend toward cleaner American energy.

With strong but achievable standards for power plants, and customized goals for states to cut the carbon pollution that is driving climate change, the Clean Power Plan provides national consistency, accountability, and a level playing field while reflecting each state’s energy mix.

But our engagement hasn’t stopped with the signing of the rule. Since issuing the Clean Power Plan in August, we’ve reached out to all 50 states, making sure every state has multiple opportunities to hear from us and to ask questions.

We’ve also held dozens in-person meetings and calls with states, tribes, communities, industry representatives, and elected officials, and we’ve held or participated in a number of widely-attended conferences about the Plan.

Staff at each of EPA’s 10 regional offices and our headquarters have responded to hundreds of questions about the final rule, and questions continue to come in through meetings, our website, and other venues.

We’ve seen firsthand that when diverse voices are brought to the table, environmental protection works. For nearly 45 years, our interactions and engagement with states and stakeholders has resulted in tremendous progress to cut down air pollution and protect Americans’ health – including tangible benefits for communities, families, and kids.

We are committed to helping everyone better understand the Clean Power Plan and have been impressed – but certainly not surprised – by the remarkable level of constructive engagement across the board. Conversations are happening across the country. And we’re encouraged to see that many states are beginning their own planning processes because that means they’re preparing to take action.

We have every interest in helping states succeed, and every confidence that the Clean Power Plan provides states the options, time and flexibility to develop plans that meet their unique needs and goals.

We look forward to continuing our work with states, the energy sector, and many other groups to follow the science, implement the law, and build a healthy future for our kids and grandkids – together.

The Administration Takes a Big Step in Addressing Climate-Damaging HFCs

Today, the United States took decisive action on climate change by curbing the use of the potent greenhouse gases known as hydrofluorocarbons (HFCs). These factory-produced chemicals, which are primarily used in air conditioning and refrigeration, can pack up to 10,000 times the global warming punch of carbon dioxide. Absent ambitious action to limit their use, emissions of HFCs in the United States are expected to nearly triple by 2030.

That’s why the Environmental Protection Agency (EPA) today finalized a rule under the Significant New Alternatives Policy (SNAP) program that will prohibit the use of certain HFCs where safer and more climate-friendly alternatives are available. Simultaneously, the agency also listed as acceptable additional climate-friendly alternatives, expanding the options for businesses to use chemicals that are less harmful to the global climate.

EPA’s final rule will help us make a significant and meaningful cut in our greenhouse gas emissions—up to the equivalent of 64 million metric tons of carbon dioxide of avoided emissions in 2025.

Leading businesses are already stepping up to replace HFCs with safer and more climate-friendly alternatives, and these measures from EPA will go hand-in-hand with these private-sector efforts. The United States is at the cutting edge not only when it comes to developing the next generation of safe and cost-effective alternatives to HFCs, but also in terms of incorporating these alternatives into American cars, air conditioners, refrigerators, foams, and other products.

Innovative American companies are leading the charge to ensure Americans will have climate-friendly insulation in our homes, HFC-free air-conditioners in our cars, and more sustainable supermarkets and corner stores. For example, last September, the White House hosted an event at which 22 private-sector companies and organizations stepped forward with commitments to reduce emissions from HFCs. Those commitments will reduce cumulative global consumption of these greenhouse gases by the equivalent of 700 million metric tons of carbon dioxide through 2025, equivalent to 1.5% of the world’s 2010 greenhouse gas emissions and the same as taking nearly 15 million cars off the road for 10 years.

The momentum we are making both through the final rule EPA announced today and also through these private-sector commitments advances global climate action. In April, the United States joined with Canada and Mexico to propose an amendment to the Montreal Protocol to tackle HFCs globally. Last month, G-7 Leaders committed to continue efforts to phase down HFCs and to negotiate a Montreal Protocol amendment this year, and the African Group, India, island countries, and the European Union all support an amendment. We have also made HFCs a key element of our bilateral climate discussions, and our bilateral announcements with China, India, and Brazil all recognize the need to advance progress on managing HFCs in the Montreal Protocol. Scientists predict that such strong international action would help shave off up to half a degree of warming by the end of the century, substantially furthering our goal to limit global temperature rise.

Today’s announcement takes a big step toward a more sustainable future and demonstrates to other countries that we are making serious efforts at home to complement the global solutions that we are advocating for internationally.

Earth Day Every Day: Make the Environment Part of your Daily GRIND(s)

My mother always told me that it’s the little things that add up. Don’t get me wrong – BIG things matter too, big things add up to A LOT. But it seems that those big things – like improving air quality and lowering asthma rates around the city (I live next to the BQE, so I know this is a BIG thing) – take a long time, and I may not be able to do anything directly. So, what’s my job? How can I help the environment?

My job at EPA Region 2 – measuring our operational footprint and developing innovative projects to reduce those environmental impacts – is actually a big thing. Executive Orders – the latest being Planning for Federal Sustainability in the Next Decadedefine the federal priorities and goals. The Environmental Management System program describes our local progress toward achieving national goals and reducing our operational footprint. To achieve those goals, I often ask our employees, contractors, interns, other on-site federal employees, and even visitors to do the little things. And, these little things add up. Case in point: our employees were able to reduce their printing by 55 percent last year, which offset a whopping 29 metric tons of CO2.

So, what little things am I asking from everyone working in our offices in New York, New Jersey and Puerto Rico? My ask is something so easy and so basic that I’m hoping it’s already done. I’m asking people to pledge to give up the disposable coffee cup (and water bottle!) for at least a week or a month or better yet, forever!

Why do I think this will make a difference here in our regional offices, and why do I care about coffee cups? Region 2 recently announced our Zero Waste Policy, which is driving us to divert more of our waste from disposal. To achieve “zero” waste, we rely on increases to recycling and reuse, but, most importantly, we want to stop generating waste (source reduction) because even recycling requires resources and has an impact.

Between contractors, employees, other federal employees and interns, we have about 1,050 people in our offices in New York, New Jersey and Puerto Rico. If we estimate that each person is in the office 190 days per year, and they buy and throw out one disposable cup per day, then we generate about 6,250 pounds of coffee cup waste per year.

But doesn’t EPA recycle all of their trash? Recycling rules differ depending on municipal or local ordinances – those requirements differ for home owners versus businesses in Edison (Middlesex County), New York City, and Puerto Rico. While our regional offices do recycle more than required, coffee cups are not included.

But don’t I waste water when I wash my mug? It’s true, you’ll use water to wash your mug. However, the benefits of giving up disposable cups outweigh the concerns over the amount of water used to wash reusable mugs. True that a full (and energy efficient) dishwasher conserves the most water per cup, but you can still efficiently hand wash your mug using much less water than the 8,095 gallons needed to create 10,000 disposable cups.

Still not convinced? OK – here are more numbers for you (I love numbers!).

Annually Americans throw away 25 BILLION cups per year, which means:

  • 9.4 million trees were harvested just for cups;
  • 363 million pounds of waste were generated; and,
  • 3,125,000 tons of CO2 emissions were generated.

If even half of the EPA Region 2 employees give up their cup, then we offset 12.5 tons of CO2 every year. And, Green Apple – you’re 8.4 million people strong. Together, we can pledge a little thing and make a HUGE difference!

Food Waste Diversion is Key to a Sustainable Community

Over 20% of our country’s landfills consist of food we throw away.

When this organic waste breaks down in the landfill with other types of waste, it produces methane gas. When organic waste breaks down separate from the other waste in your composting bin, it creates carbon dioxide. Both methane and carbon dioxide are greenhouse gases, but methane is over 20 times more potent than carbon dioxide in trapping heat in the earth’s atmosphere. Plus, the compost created from the diverted organic waste is a nutrient rich soil that can be used to garden. Diverting food waste is important because it turns something usually considered waste into a resource, which also decreases the amount of emissions from landfills.

Our project, Zero Waste Composting, has worked with area businesses, restaurants and schools to help divert food waste from landfills. Reducing organic waste has had a significant impact here in Iowa City. Our landfill is able to now produce more compost for the community to use. More people are educated on why composting is important and how they can take part in reducing organic waste in landfills. And, it saves space in the landfills, is economically viable because it generates money for the landfill, and produces less harmful greenhouse gases.

The diversion process and its benefits shouldn’t only be limited to our community. Many communities can get involved and help decrease the amount of food waste being sent to their landfills. Diversion can take place in homes, schools, restaurants and businesses.

At home, families can create a backyard compost pile that can benefit their garden. Food scraps, like coffee filters, egg shells and vegetable and fruit scraps can all be composted in a home composting area. Schools, restaurants and businesses can also start diverting their food waste. It’s an easy transition, with many third-party businesses willing to help. Most food waste, including meat and dairy, can be diverted when being sent to a commercial composting facility. The food waste is then hauled away to a composting facility.

Other cities and towns can learn from our successes and divert food waste from their landfills as well. Communities should start by contacting their local landfill to see what options are available for organic waste diversion in their region. Schools, restaurants and businesses should then educate students, employees and consumers about the benefits of composting before implementing a diversion program. If a compost facility is unavailable in a region, communities can still divert organic waste by showing families how to create backyard compost piles and compost their home food and yard scraps. The model we used is simple, and many communities can implement it.

Earlier this week, I had the opportunity to meet with private and public sector leaders to discuss ways we can significantly reduce emissions of hydrofluorocarbons (HFCs), potent greenhouse gases used in refrigeration and air conditioning systems that contribute to climate change and can be hundreds to thousands of times stronger than carbon dioxide. And their use is increasing—U.S. HFC emissions are expected to nearly double by 2020 and triple by 2030.

I came away from the meeting understanding that American businesses are ready to meet this challenge. At the roundtable gathering, Carrier, a major manufacturer of air conditioning and refrigeration equipment, committed to the commercialization of HFC-free refrigerants in road transportation refrigeration by 2020, building on its expertise with HFC-free carbon dioxide refrigerant in marine container and food retail. And Lapolla committed to transitioning its entire foam product line to be high-GWP HFC free by 2016.

To Your Good Health: Climate Action May Yield Significant Health “Co-Benefits”

our_changing_planet_2008_166_20090708_2071842232 (1)Everyone likes a two-for-one deal, and a study published in Nature Climate Change shows we get such a bargain when we reduce carbon dioxide, an air pollutant also known as a greenhouse gas. Carbon dioxide emissions from cars, trucks, coal-fired power plants and other fossil-fuel-burning sources are causing a threat to our health because of the pollutant’s role in warming the atmosphere and causing climate change.

Scientists at the University of North Carolina at Chapel Hill, EPA, and several other institutions identified co-benefits of reducing greenhouse gases. The study was funded by EPA’s Science to Achieve Results (STAR) program.

The team used computer models to simulate global air quality under two scenarios. One depicted a world with no global policy to limit greenhouse gases, allowing carbon dioxide concentrations to increase from present levels of just under 400 parts per million (ppm) to 760 ppm in 2100. A second scenario simulated global carbon emission reductions to achieve concentrations of 525 ppm in 2100. Scientists then calculated how these two disparate policies would affect other air pollutants, or “co-pollutants,” that are emitted along with carbon dioxide.

Their analysis showed that reductions in greenhouse gas emissions would yield major benefits by improving air quality and public health.

The researchers calculated that the second carbon emission reduction scenario (which includes expected economic growth) would prevent one-half million air-pollution-related premature deaths per year globally in 2030; these benefits would grow to 1.3 million fewer deaths in 2050, and 2.2 million in 2100.

These health benefits are estimated to be equivalent to between $50 and $380 per ton of carbon dioxide reduced globally.

The study shows that the health-related economic benefits of reducing greenhouse gas emissions may outweigh the costs of control—even before the benefits of reducing climate change are realized.

While a single scenario is not enough to draw definitive conclusions about the ramifications of future greenhouse gas emission reductions, the research does suggest there may be multiple benefits to reductions: limiting climate change, reducing other air pollutants at the same time and providing a safer and healthier environment.

Telling the Truth About the Environment and Our Economy

It’s a certainty in Washington that lobbyist talking points and inside-the-beltway speeches are going to be overblown and exaggerated. But lately, misleading claims about the EPA’s work have been making their way into the mainstream debate.

The most notable is an industry report that the EPA is responsible for an unprecedented “train wreck” of clean air standards that will lead to the mass closure of power plants. The “train wreck” claim has been repeated by everyone from congressional leaders to major newspapers. It sounds pretty scary, but the trouble with these reports — there is no “train wreck.”

Earlier this month a Congressional Research Service report concluded that industry’s claims were made “before EPA proposed most of the rules whose impacts they analyze,” and are based on “more stringent requirements than EPA proposed in many cases.”

On the issue of plant closures, I take the word of industry leaders like the Chairman and CEO of Exelon Corporation, who said “These regulations will not kill coal… up to 50% of retirements are due to the current economics of the plant due to natural gas and coal prices.” The Congressional Research Service report also found that EPA’s standards will primarily affect “coal-fired plants more than 40 years old that have not, until now, installed state-of-the-art pollution controls.” That echoed the remarks of the CEO of American Electric Power from April of this year: “We’ve been quite clear that we fully intend to retire the 5,480 megawatts of our overall coal fleet because they are less efficient and have not been retrofitted in any particular way.”

This is just one example from the larger debate over the EPA’s effect on the economy. That’s an important debate when job creation is our nation’s top priority, and that makes it all the more troubling to see the EPA attacked for measures we haven’t actually proposed, and to hear our fundamental responsibility of protecting the health and environment for all Americans targeted as an enemy of job creation.

Some in Washington are working to weaken safeguards and undermine laws that protect our families from pollution that causes asthma, cancer and other illnesses, especially in children. Big polluters are lobbying congress for loopholes to use our air and water as dumping grounds. The result won’t be more jobs; it will be more mercury in our air and water and more health threats to our kids. As a senior official from the Bush EPA recently wrote, “Abolishing the EPA will not cause a revival of America’s economy, but it will certainly result in a major decline in public health and our quality of life.”

It’s time for a real conversation about protecting our health and the environment while growing our economy. EPA’s 40 years of environmental and health protection demonstrate our nation’s ability to create jobs while we clean our air, water and land.

When big polluters distort EPA’s proposals as a drag on our economy, they ignore the fact that clean air, clear water and healthy workers are all essential to American businesses.

They also overlook the innovations in clean technology that are creating new jobs right now. The CEO of Michigan’s Clean Light Green Light recently said, “EPA has opened the doors to innovation and new economic opportunities. By spurring entrepreneurs who have good ideas and the drive to work hard, the EPA has helped give rise to countless small businesses in clean energy, advanced lighting, pollution control and more, which in turn are creating jobs.”

It’s time to recognize that delays of long-expected health standards leave companies uncertain about investing in clean infrastructure, environmental retrofits, and the new workers needed to do those jobs. These are potential opportunities for engineers and scientists, as well as pipefitters, welders and steelworkers. Pledges to weaken or slow proposed standards, many of which have been developed over years and with industry input, prevent businesses from investing in those jobs.

Some leaders in congress have already stated their intent to roll back critical environmental protections when they return to session. Misleading claims are translating into actions that could dismantle clean air standards that protect our families from mercury, arsenic, smog and carbon dioxide. All of this is happening despite the evidence of history, despite the evidence of Congress’ own objective Research Service, and despite the need for job creation strategies that go well beyond simply undermining protections for our health, our families and our communities.

Telling the truth about our economy and our environment is about respecting the priorities of the American people. More than 70 percent of Americans want EPA to continue to do its job effectively. Those same Americans want to see a robust economic recovery. We have the capacity to do both things if we don’t let distractions keep us from the real work of creating jobs.
