FY 2014-2016 DON Transformation Plan Calls for Bold Action

With the theme "Moving Forward," the recently released Department of the Navy Transformation Plan FY 2014-2016 provides a strategic blueprint for the DON to become more effective and better prepared to counter future challenges and protect the Department's top four priorities: people, platforms, power and partnerships. Culture change, increased use of data-driven decision-making and effective governance are cited as the key enablers to success.

The Department of the Navy Transformation Plan (DTP) takes a three-pronged approach to position the Department to succeed: achieving business transformation priorities, leveraging strategic opportunities and implementing DON institutional reform initiatives. To achieve these objectives, the most pressing management issues are presented, with specific actions discussed, responsible organizations identified, and estimated completion dates provided.

The Plan specifically calls for the following actions to ensure that resources are responsibly and judiciously allocated to the ultimate benefit of the warfighter and mission accomplishment:

  • Adapt to rapidly changing business and operational environments
  • Strategically align future capabilities with future challenges
  • Improve the front-end business case analysis and requirements definition processes
  • Maximize business process improvement and standardization
  • Identify and attack cost drivers
The DTP points out that expert planning and execution have enabled the DON's strategic goals to remain unchanged through unprecedented periods of fiscal uncertainty:
  1. Take care of our people
  2. Maximize warfighter readiness
  3. Lead the Nation in sustainable energy
  4. Promote acquisition excellence and integrity
  5. Proliferate unmanned systems
  6. Drive innovative enterprise transformation
Because the Department is increasingly faced with the competing realities of shrinking defense budgets and rising maritime security challenges, the DTP identifies bold actions needed to sustain the realization of these goals. With this guidance, the FY14-16 DON Transformation Plan establishes a clear path forward for both business transformation and institutional reform.
