A. Logging In

How do I log in?

ECHO accounts are only available to government employees. EPA employees log in with their network ID and password. State and other government employees should click the ECHO Gov Login link on the ECHO home page and then the Register tab for information on obtaining an EPA Portal ID or adding ECHO Government access to their existing portal account.

EPA does plan to add customization options to ECHO, allowing any user to get a user ID and password and save preferences. However, customization options aren't available yet and will be phased in as the functionality of the site grows. 

I lost my username or password.

  • If you have an epa.gov email address: You must go to https://pss.epa.gov or call the EPA Call Center at 866-411-4372 to recover your LAN ID or password.
  • If you don't have an epa.gov email address: Go to the EPA Portal's login reset page to recover your username (EPA portal ID) and/or password.

I know my username and password, but I can't log in.

If you can't log into ECHO:

  1. Go to the EPA Portal, and try to log in with your ECHO username and password. (ECHO uses EPA's portal ID system, so your ECHO username and password should also allow you to log in at the portal.) If you're not able to log in there, then follow the link to "Forgot your username or password" on the portal home page, to recover your username or reset your password.
  2. Once you're able to log in at the portal, try again to log into ECHO with the same username or password.
  3. If you still can't log in, then please contact us, and choose the "Login or account problem" category on the contact form.

When I try to log into ECHO, I get the error message “Sorry, unrecognized user name or password.”

If this is your first failed log in attempt, please try to log in once more to confirm that your ECHO username or password was not mistyped during the first attempt. Please note that 5 failed attempts will lock your account.

If you still can't log in, your password may have expired.  Please follow the procedure for I can't log in.

How can I change my password?

If you have an epa.gov email address: Go to https://pss.epa.gov or contact the EPA call center at 866-411-4372 to change your password.

If you don't have an epa.gov email address: Go to the EPA Portal, and log in with your ECHO username and password. (ECHO uses EPA's portal ID system, so your ECHO username and password should also allow you to log in at the portal.) If you're not able to log in there, then follow the link to "Forgot your username or password" on the portal home page to recover your username or reset your password.

Once you log into the EPA Portal, click the menu link for “User Profile”. At the bottom of User Profile page you will see the change password option. Enter your current password and new password (twice) into the fields provided. Then click Save Profile. Once you have saved your new password you will get an on screen confirmation message. You can now log into ECHO using your new password.

How often must I change my password?

EPA portal passwords (which ECHO uses) expire every 90 days. You can reset your password by following the instructions to change your password.

Can I log into ECHO with my ICIS/EPA Portal/EPA LAN ID?

Yes! ECHO, ICIS, the EPA Portal, and most other newer EPA applications all use EPA's portal ID system, so your same EPA portal ID and password will work for all of them. You will need to request access to the ECHO Government community, though, the first time you log into ECHO.

Can I log into ECHO with my AFS/RCRAInfo/TSSMS ID?

No. TSSMS IDs are the older three-letter usernames still used by some EPA applications, including AFS and RCRAInfo. The TSSMS system is slowly being phased out. To log into ECHO, you'll need to register for an EPA portal account.

How do I register for an account?

Click on the Log In link at the top left of any page in ECHO, then click on the Register tab. Or, go straight to the Register page. Then follow the instructions. Note: If you're an EPA employee, you should not register for a portal account. You may already log into ECHO with your EPA LAN ID and password.

I have an ICIS/EPA portal ID. Should I register for an ECHO account?

No. You may log in to ECHO using your portal ID and password. You will still need to request access to the ECHO Government community, though, the first time you log into ECHO (unless you're an ICIS user or an EPA employee: those accounts automatically have access to ECHO Gov).

I'm an EPA employee. Should I register for an ECHO account?

No. You may log in to ECHO using your EPA LAN ID and password. You will then already have access to EPA-only and government-only data in ECHO; you don't need to request access.

C. Access

How do I get access to government-only features and data?

Users must be approved for government access. To request access:

  1. Log into ECHO.
  2. Click on the link to "My ECHO" at the top right of any page.
  3. Click on the "Request Access" tab, and follow the instructions there.

You will receive email when your request has been approved. After that, log out of ECHO and then log back in with your portal ID and password. You should see new ECHO Gov content at the bottom of the home page.

I requested ECHO Government access, but I still can’t access ECHO Gov pages. What do I do?

Users must be approved for government access. You will receive an email when your request is approved. After that, log out of ECHO and then log back in with your portal ID and password. You should see new ECHO Gov content at the bottom of the home page.

I'm an ICIS user.  Do I need to request access to ECHO Gov?

No. If your portal account is approved for logging into production ICIS, then it automatically grants you access to ECHO Gov too.

I'm an EPA employee.  Do I need to request access to ECHO Gov?

No. EPA employees are automatically granted access to ECHO Gov.
