How can reporting facilities determine whether they are located within Indian Country for TRI reporting?

Beginning in Reporting Year 2012 (RY12), facilities located in Indian Country are required to submit TRI reports to EPA and the appropriate tribe, rather than to the state in which the facility is geographically located.  How can reporting facilities determine whether they are located within Indian Country for TRI reporting?
