Vice Chief of Naval Operations Changes Office

WASHINGTON (NNS) — On May 31, Adm. Bill Moran became the 39th Vice Chief of Naval Operations (VCNO) when he assumed duties from Adm. Michelle Howard during an informal change of office ceremony in the Pentagon.

Moran was promoted to the rank of admiral by Chief of Naval Operations, Adm. John Richardson, prior to the change of office.

"This is a humbling opportunity to continue serving our Sailors as the vice chief of naval operations," said Moran. "And I am grateful to Navy leadership, especially Adm. Richardson, for their trust and confidence."

In his previous position, Moran served as Navy's 57th chief of naval personnel from August 2013 to May 2016. He was responsible for the planning and programming of all manpower, personnel, training and education resources for the U.S. Navy.

"Bill Moran is a great leader," said Howard. "We've known each other since we were captains. He is the perfect person to be VCNO. His performance as chief of naval personnel has really shown that he cares about our Sailors."

Howard made history as the first woman to be promoted to the rank of 4-star Admiral and to serve as the vice chief of naval operations.

Howard, who served as VCNO from July 2014 to May 2016, is scheduled to relieve Adm. Mark Ferguson, III as Commander, U.S. Naval Forces Europe and U.S. Naval Forces Africa.
