Help Shape the Future of EJ at EPA: Participate in Webinars on EJ 2020 and EJSCREEN

Too often, America’s low-income and minority communities bear the brunt of our country’s pollution. These environmental and public health threats make it harder for kids with asthma to learn in school, families with medical bills to manage finances, and people hurting from pollution to find a job.

Under the leadership of Administrator McCarthy, EPA is committed to making a visible difference in these communities. As chair of the federal interagency working group on environmental justice, she is working to ensure that EPA and other federal resources go to communities that need them the most. That’s why I’m excited to share with you exciting news about opportunities for you to learn about and have a voice in developments that will help EPA advance environmental justice.

As part of our effort to engage as many stakeholders as possible, EPA is hosting two national webinars about the new draft EJ 2020 Action Agenda framework – EPA’s next overarching strategic plan for environmental justice. EJ 2020 is a strategy to advance environmental justice through EPA’s programs, policies and activities. Building Partnerships Between Colleges and Underserved Communities

During my 30-plus years with the federal government, I have held many great positions, such as Deputy Director of the Army Reserve Base Operations Division, and Executive Director of the Navy’s Southeast Region. I have enjoyed each and every position, but I never felt that I was giving back to communities as much as I would have liked.

Five years ago, I worked for the National Park Service, and attended a meeting with various federal agencies to work together on American Recovery and Reinvestment Act projects where we met with the Mayor of Hayneville, a small town in southern Alabama. The Mayor described how she had many infrastructure issues to address, but expressed concern about her city’s capacity to pass federal audit requirements that come with the funding needed to address the issues. She said a Certified Public Accountant told her it would cost about $20,000 to ensure she passed the audit. For a small, poor town of 1,080, such a fee was beyond their means. I thought about it, and remembered that a university only thirty minutes away could possibly help them. Unfortunately, due to work commitments, I was unable to follow through with the idea.

Many small, underserved communities, like Hayneville, are in need of resources to improve their environment and quality of life. However, they often lack the technical expertise in engineering, transportation, and infrastructure planning to pursue initiatives in a progressive and sustainable manner.

Eighteen months later, I was talking to folks from EPA Region 4 about this idea of connecting underserved communities with the talents of college students and faculty. They asked if I would be willing to collaborate with EPA. I agreed, and began to reach out to colleges and universities.

With no budget or funding to provide to the schools, it was tough going! Our first breakthrough came when the U.S. Department of Energy agreed to provide stipends to students through its Massie Chair of Excellence Program at Tennessee State University. The students worked with the City of Cooperstown, Tennessee, helping it upgrade its financial recordkeeping and develop an economic development plan. With this effort, we were able to prove that the college-community partnership concept was not only valid, but we could help make a difference in small, underserved communities. But the lack of funding continued to plague our efforts.

Our biggest advance came when Abraham Baldwin Agricultural College, a small college in Tifton, Georgia, agreed to provide economic development plans for two small cities in Georgia with no financial support from the federal government. The College understood the value of giving its students such a rich experiential learning opportunity in which they could take what they learned in the classroom, apply it to real world problems, and come up with real-world solutions. The school also understood that such opportunities were more important than simply extending financial support to these cities. Just as critical was that the program gave their students a leg up when looking for employment after graduation – they not only could talk in interviews about what they learned, but about what they had DONE. In addition, the school is now an important pillar of the community. It is looked upon as an organization that can and has made a visible difference in these communities.

The briefing the school gave the communities about concepts and plans for economic development was fantastic! It has offered to help these communities develop grant proposals to move forward, and get the resources they need for improvements.

As a result of the growing success of the program, I was hired at EPA Region 4 to expand EPA’s College/Underserved-Communities Partnership Program (CUPP), which develops long-term partnerships between local colleges and universities and underserved cities and communities. Through the program, schools provide technical support to communities at no cost to them. Small rural communities are able to use this assistance to address important issues – like energy savings projects, land reuse, and economic development – that will support the long-term viability of their communities.

We continue to add colleges and universities to this effort, and in future blog posts we will talk about plans and projects that are moving these underserved communities forward. We are also looking for schools that wish to voluntarily be a part of this program. Sampling the Garden Soil

It began with a concerned mom in Eugene, Oregon, raising a seemingly simple question: is the soil in my garden safe for growing food?

Joanne Gross, the stay-at-home mom posing the question, had reason to be concerned. The neighborhood of West Eugene, where she and her family were living, was ringed with air pollution from a variety of sources: energy production, chemical processing and manufacturing, wood products, traffic, and idling trains. The chemicals emitted from these sources are associated with a variety of health risks including asthma, headaches, cardiovascular disease, and cancer. And indeed, more than 60% of residents who participated in a local survey reported significant concerns about asthma and cardiovascular diseases, as well as increased incidences of headaches, fatigue, and other ailments potentially connected to air pollution.

The 97402 zip code that makes up West Eugene is home to 99 percent of the City of Eugene’s air toxics emissions. Of the 31 facilities reporting to the city’s Toxics Right-to-Know Program, all but one is located in this zip code. One facility, a wood treatment plant that uses creosote in its industrial process, operates 100 feet from the nearest home and just over half a mile from Fairfield Elementary School, which has the highest asthma rate for an elementary school in the Bethel School District. Reflecting local demographics, 35 percent of Fairfield’s students are Latino and 71 percent receive free or reduced school lunches.

To help gather information about environmental justice concerns in this community, EPA Region 10 awarded two Environmental Justice Small Grants to Beyond Toxics, a local community-based organization working in partnership with other community organizations. The grants supported statistical analysis, door-to-door surveys, community presentations, and other initiatives including a local “EJ Toxics Tour.” Beyond Toxics and its partners, including Centro Latino Americano, conducted community interviews and meetings in Spanish, and recorded the concerns of community members who might have been overlooked in the past.

These discussions engaged the attention of many government organizations, including the City of Eugene, the Lane Regional Air Protection Agency, the Oregon Health Authority, and the Oregon Department of Environmental Quality. While some agencies worked on air permitting issues local health studies, brownfields assessments, and land use planning, we here in EPA Region 10 wondered how else we might contribute to enhancing the environmental well-being of this over-burdened community.

The simple question posed by concerned mom Joanne Gross and other community members prompted EPA’s response: find out whether it is safe for local residents to grow food in their gardens.

The My Garden – West Eugene project was designed to answer this question. We knew that we possessed the technical capacity to conduct soil sampling and analysis, and through the use of mobile laboratories, field equipment, and EPA and contractor personnel, it seemed possible that soil sampling and analysis could be conducted in the field, with results provided to community members almost instantaneously. We discovered that the concept already had been tested and proven a success in EPA Region 3, where staff had held “Soil Kitchen” events in diverse neighborhoods throughout Philadelphia. Their Soil Kitchen events pioneered an innovative process involving community members collecting their own soil samples from their backyards and gardens and bringing their samples to the “Soil Kitchen” for real-time analysis by EPA.

Partnering with local organizations, including Beyond Toxics and the Active Bethel Citizens neighborhood association, as well as state and local agencies, we planned the My Garden event for Sunday, October, 19, 2014, to coincide with the neighborhood Bethel Harvest Festival. In the weeks leading up to the event, community partners helped assemble and distribute throughout the community 250 citizen sampling kits. Each kit included a metal spoon, the illustrated instructions, and a zip-lock bag for collecting and the delivering the soil sample to the mobile lab. Over the course of a lovely fall afternoon, community members, including concerned mom Joanne Gross, brought 38 soil samples to the EPA mobile lab and received both the analytical data and an explanation of what the data meant. The operation was overseen by EPA On-Scene Coordinator Dan Heister, assisted by many other technical and program staff and contractors. Importantly, the EPA team included a native Spanish speaker who could explain the sampling process and results to the more than one-third of Spanish-speaking community members who brought their samples in for testing.

In addition to establishing connections with community members and local agencies and organizations, the My Garden – West Eugene project provided reassuring news to Joanne Gross and all her neighbors participating in the event: of all samples analyzed, none indicated contamination at levels of concern for growing food in gardens.

Cities on the Edge: Tools and Assistance for Revitalizing Distressed Communities

“While municipal bankruptcies have gotten a lot of national headlines, it’s not the bankrupt cities that are the widespread problem. It’s the ones on the edge—the ‘distressed’ cities. These are places that likely will never declare bankruptcy but are nonetheless struggling to become economically viable again.”

This quote from Liz Farmer’s March 2014 article in Governing Magazine refers to the plight of cities, like Scranton, Pennsylvania and Milwaukee, Wisconsin and others across the nation, facing the effects of population decline, job loss, and high rates of poverty. Vacant properties, brownfields, and other remnants of lost manufacturing industry are common.

Population and job loss, decreased public service capacity, and abandoned, vacant land are issues that are all too familiar to me as a native of Metro Detroit. Through my work with local governments on sustainability issues, I have observed cities that are home to declining urban centers in many areas of the country that face similar challenges. Low-income and minority communities are disproportionately represented in these cities; and these communities are most susceptible to environmental harm, often with little capacity to voice their concerns with decision-makers.

This isn’t always the case though. We’ve seen the effectiveness of integrating environmental justice principles to enhance economic competitiveness in the Regenesis effort to revitalize Spartanburg, SC. Spartanburg’s city and county governments’ partnership with local community groups and leaders demonstrated the key role that local government can play in efforts to address economic development and environmental justice issues.

National Resource Network

And Spartanburg isn’t alone – efforts to increase the economic competitiveness of cities across the country are introducing an opportunity to integrate equity and environmental justice considerations for more sustainable and resilient communities. One such effort is the National Resource Network, recently launched through funding from the U.S. Department of Housing and Urban Development (HUD) to provide local leaders in city governments with the expertise and resources necessary to tackle the biggest barriers to increasing economic competitiveness. The Network, a core component of the White House’s Strong Cities, Strong Communities Initiative (SC2), offers access to experts, technical advice, and information to address the biggest barriers to economic competitiveness.

Through the Network website, you can explore customized tools and advice, such as:

  • The Resource Library – a searchable database of vetted published resources with information about targeted topics for overcoming obstacles faced by distressed cities, including public health, economic development, sustainability, citizen engagement and more.
  • The Technical Assistance Clearinghouse – the country’s first-ever searchable database of more than 100 technical assistance programs offered to local governments and communities from federal, state, and local agencies and non-government organizations.
  • 311 for Cities” – an online assistance resource where local public agency staff in selected cities can connect with a rich a network of private and public sector expertise and receive strategic help on key issues their cities are facing. See if your community is eligible to participate in “311 for Cities.”
  • The Request for Assistance (RFA) portal – a direct technical assistance program designed to help local governments and their partners develop and implement strategies for economic recovery. The Network is now accepting applications from eligible cities to have a team of the Network’s private and public sector experts provide on-the-ground help to implement locally identified projects and initiatives that will deliver economic benefits in the near term. See the FAQs for more details.

To address issues facing cities similar to those in Detroit, finding the resources, knowledge, and expertise to identify and implement solutions presents a seemingly overwhelming challenge. This is especially true for smaller communities with less staff and capacity. As a comprehensive resource for distressed communities, the Network aspires to decrease the size of the challenge and broaden the federal government’s reach to those cities who may not traditionally have the capacity to apply for government assistance and truly transform communities through local action.

HUD Secretary Julián Castro recently said, “knowledge is fuel for progress and innovation. The National Resource Network will be a valuable tool in helping local governments address their challenges and achieve their goals. It will provide on-the-ground technical assistance and human resources that cities can use to build for the future. Working together as partners, I know we’ll expand opportunities for more Americans.”

Healthy Homes: Protecting Children from Environmental Risks

Along the U.S.-Mexico Border, there are hundreds of communities known as colonias. These unincorporated rural settlements often do not have access to clean water, electricity, or safe housing conditions. Unpaved roads, inadequate sewage disposal systems, and untreated water are the norm.

Research has shown a strong connection between poor housing conditions and health problems, such as asthma, lung cancer, lead poisoning, and other injuries. Children in general, but especially those living in colonias, are more vulnerable to such health issues than adults. Because kids eat, drink, and breathe more than adults do in proportion to their body weight, they are at risk for both acute and long-term illness. Children are smaller, their organ systems are still developing, and their play and learning behaviors expose them to additional environmental threats. For example, children play close to the ground and often put their hands in their mouths, ingesting harmful contaminants. When a child is running at full speed, such as during a soccer game, they may take in 20 to 50 percent more air – and more air pollution – than would an adult doing a similar activity. In addition, children have unique windows of susceptibility that make them more vulnerable during certain stages of their development.

The impacts of health problems arising out of poor housing conditions extends into other areas, including education. As students fall sick, their attendance in school drops.

This year, the U.S.-Mexico Border Program in EPA’s Region 6 office provided funding to support Healthy Homes training by the Southern Area Health Education Center (SoAHEC) at New Mexico State University. The Healthy Homes training is designed to teach parents, child care providers, community health workers, and case managers how to create and maintain a safer, healthier home to protect children from environmental health risks. To reach those who may not otherwise have been able to travel to traditional classroom sites, Health Educators from SoAHEC brought the training directly to several colonias along the U.S.-Mexico Border.

Classes covered the seven healthy homes principles, with special emphasis on pediatric environmental health, indoor air quality, safe cleaning practices, and integrated pest management.

New Mexico has one of the highest rates for childhood poverty in the nation. By training more than 350 people under this grant, SoAHEC estimates the long term results will benefit more than 3,000 people who will continue to have long-term benefits as their children grow in healthy homes.

The Healthy Homes classes are offered in disadvantaged communities across the country as one of EPA’s initiatives to protect children’s health.

Psst! Health Impact Assessments Offer New Pathways to Healthier Environments

It’s no secret that residents of low-income communities frequently experience serious health problems as a result of their living environments. Air pollution and substandard housing are a root cause of asthma and other respiratory diseases. Inadequate access to healthy foods increases the risk of diabetes and obesity. A growing body of research shows that a lack of economic and educational opportunity also results in poorer overall health. Seeking ways to respond to this challenge, policymakers across the country are turning to health impact assessments or HIAs.

A health impact assessment is a fast-growing tool that helps ensure that proposed policy changes will improve health, especially in low-income and predominantly minority communities that are often disproportionately exposed to environmental risks such as air pollution and poor-quality housing. HIAs use a flexible approach that brings together public health expertise, scientific data, and input from community and other stakeholders to examine the potential health risks and benefits of key policy proposals. Based on the potential effects identified, HIAs provide practical recommendations to capitalize on opportunities to improve community health and to minimize any potential health risks before it’s too late to correct them.

HIAs can be used to inform decisions in a variety of policy areas, from transportation and housing to energy and education. A recent evaluation published by the Robert Wood Johnson Foundation found that federal, state, local, and tribal legislators, public agency officials, and many others are using HIAs to craft smarter policies that promote safer and healthier communities.

One assessment completed in 2013 gave low-income communities in North Minneapolis a voice in planning a new transit system. The Bottineau Transitway’s proposed light rail routes travel through several low-income neighborhoods where residents experience higher-than-average rates of serious health conditions such as asthma, diabetes, and obesity. With that in mind, Hennepin County’s Department of Housing, Community Works, and Transit conducted an HIA alongside the project’s environmental impact statement, a study that guides county, state, and federal planning.

The assessment found that the transitway system could significantly improve health in North Minneapolis by reducing traffic congestion, improving air quality, providing greater access to grocery stores and healthy food, and opening up employment and educational opportunities in other parts of the city. Based on the findings, county officials developed a set of recommended actions to maximize the transitway’s health benefits. Today these officials are increasing outreach to underrepresented minority stakeholders, promoting residential and commercial growth that will benefit low-income communities, and working to ensure that affordable housing remains available. As a result, the Bottineau Transitway will be more responsive to the community’s needs and ultimately support a healthier North Minneapolis.

Assessments carried out in Alaska beginning in 2007 to answer health questions raised by Alaska Native communities regarding proposed oil and gas and mining projects led to the use of HIAs as a routine part of the state’s permitting process. The first of these informed the U.S. Bureau of Land Management’s (BLM) consideration of proposed oil and gas leasing in the Northeast National Petroleum Reserve. Village residents raised questions about health effects related to air quality, the potential for contamination of local fish and game (a critical source of food), and social changes related to the influx of nonresident workers.

The HIA, which was completed in 2008, brought together the tribal government and the BLM to address these concerns. Ultimately, the BLM adopted additional protections for hunting and fishing areas to protect local food sources andprovide new monitoring for pollutants in the air and food supply near villages. Collaboration among tribal governments, state and federal regulators, and health officials on this and several other HIAs between 2007 and 2009 demonstrated the value of this approach and ultimately led to the establishment of the state’s HIA program.

The secret’s out. The voices of community members, influential champions, and other stakeholders can be deployed in ways that build momentum for considering and adopting HIA recommendations. Nationwide, more than 300 HIAs have been completed or are underway in diverse communities (view them on the Health Impact Project’s interactive map), demonstrating the power of HIAs as a tool to help decision makers develop healthier communities and environments.

There’s Something Different about the Jordan River

Most people are fully aware that helping out our neighbors and the environment benefits everyone and deserves recognition.  However, the thought of doing a good turn or even getting recognized for it often is not enough to attract people’s interest or ignite their sense of stewardship. If it were, people would clean up their local river after work rather than watch TV.

To raise awareness and promote community engagement in the local watershed, the Jordan River Commission (JRC), in partnership with Salt Lake County and the Center for Documentary Expression and Art (CDEA) in Salt Lake City, Utah, developed an innovative idea for a new outreach program funded by EPA’s Urban Waters Small Grants Program. Their project offers an approach which is not only valuable in meeting water quality goals for the Jordan River Watershed, but unique in the way it captures the community’s attention and encourages their active participation.

The Jordan River flows west of the city, in an area populated by a number of low-income, ethnically-diverse neighborhoods in contrast with the City’s more affluent, less diverse east side. Within these neighborhoods, a quarter of the residents are school age, ranging from 5 to 19. However, the river had never been a safe and healthy place for these kids to play, nor could the community enjoy the riverfront because of continuing problems with mounting garbage and illegal dumping, as well as declining water quality.

JRC and CDEA decided to clean up this “diamond in the rough” to allow kids and their families the chance to enjoy up close and personal the beauty of a clean environment. The partnership took a unique path —  engaging neighborhood youth to positively impact water quality by increasing their awareness of the watershed and empowering them to make changes. Their 8-week long in-school Artists/Scholars-in-Residence program includes classes in environmental literature, photography, and writing. The program intentionally bucks the notion that all environmental learning programs are science-based.  Yet it introduces students to the connections between science and history, science and art, and ecology.

This is a great chance for students who are not interested in science to interact with the environment while learning new skills. In addition, student’s photographs, stories, poetry and other information are integrated into the partnerhip’s mobile website, which is accessible for many low-income residents whose only access to technology is through their cellphones.  Armed with just a smartphone, each student helps map the Jordan River trail and identify “interpretive stops” that provide information about the specific areas.  All of the spots on the trail have a numerical stop number where people can learn about each stop by typing its number into the website.

The information these students have gathered is now being made available to thousands of Salt Lake County residents to encourage them to explore the Jordan River. Moreover, people can alert officials about maintenance or water quality concerns by using the “Report an Issue” button on the website. Thus, by using popular technology, JRC and CDEA leave the door open for anyone to be involved in exploring, cleaning, and maintaining the river.

Everyone should have access to public rivers, and it is up to us to make sure that they are maintained for this generation and generations to come. This great program shows that people do care, and by empowering local students and using the right technology, JRC and CDEA are enabling affected residents to make a visible difference in their community and to take charge of protecting their watersheds.

Where Environmental Justice, Smart Growth, and Equitable Development Meet

It all started after Hurricane Katrina.  In a previous job as a communications specialist at an environmental nonprofit, I went to New Orleans’ Ninth Ward to train residents to talk to the media about their vision for rebuilding.  The neighborhood was devastated, but nevertheless, the residents had come together around an inspiring goal.  They wanted to rebuild in a way that addressed longstanding environmental and health challenges and improved their quality of life, with better access to the services and opportunities they needed to thrive. My role was to help neighborhood leaders create a communications strategy, work with reporters, and generally build support for their vision.

I also provided assistance to disadvantaged communities in Washington, DC; El Paso, Texas; and other cities across the country where residents had similar objectives—to reduce exposure to pollution, clean up and reinvest in existing neighborhoods, provide affordable housing and transportation options, and improve access to jobs and amenities.

Those experiences showed me that environmental justice, equitable development, and smart growth must go hand in hand.  The way neighborhoods, cities, and regions are planned and built has an important influence on public health and the environment, and many of the challenges low-income, minority, and tribal communities face are related to land use decisions.  Combining approaches from environmental justice, smart growth, and equitable development can help avoid future health, environmental, and economic disparities, ensure that development processes are inclusive, and result in projects, policies, and regulations that enhance quality of life for everyone.

EPA’s new publication, Creating Equitable, Healthy, and Sustainable Communities: Strategies for Advancing Smart Growth, Environmental Justice, and Equitable Development, brings together these related, but too often separate, concepts.  It provides a menu of land use and community design strategies that community-based organizations, local and regional decision-makers, developers, and other stakeholders can use to revitalize their communities.  These strategies include:

The redevelopment of Egleston Crossing in Boston.

  • Conducting community assessments
  • Reducing exposure to facilities with potential environmental concerns
  • Fixing existing infrastructure first
  • Designing safe streets for all users
  • Preserving affordable housing
  • Creating new development that strengthens local culture, and others.

The publication also contains in-depth case studies of seven low-income, minority, tribal, and overburdened communities that have used these strategies: Edmonston, MD; Chicago, IL; Spartanburg, SC; New Orleans, LA; Ohkay Owingeh, NM; Boston, MA; and Seattle, WA.


Creating Equitable, Healthy, and Sustainable Communities
was developed jointly by EPA’s Office of Environmental Justice and Office of Sustainable Communities, and was informed by comments from 40 reviewers received through a public comment process.

I hope this document is useful to you, whether you’re a community resident advocating for neighborhood revitalization, a local planner working to integrate equity and sustainability into your policies and codes, or a developer seeking to create an authentic and enduring project.

Reducing Pollution For All American Families

When I first became Administrator of the U.S. Environmental Protection Agency, I made a list of my priorities for the Agency. Working for environmental justice was at the top of that list. Ensuring equal environmental protections for all Americans is the unfinished business of the environmental movement.

It’s a simple idea – that all Americans are entitled to clean air to breathe, safe water to drink and a healthy community to raise their families – but often, it is America’s low-income and minority communities that bear the brunt of our country’s pollution.

As a result, these communities are also hit harder by the many illnesses pollution is linked to – conditions like asthma, heart disease, cancer and strokes. Studies show that minority groups face a greater risk of having asthma, and once they have it, they are at a greater risk of needing emergency treatment. African-American children are hospitalized for asthma at twice the rate of white children, and asthma-related deaths among African-American children take place at a rate of four times that of non-Hispanic white children. Hispanic children — especially of Puerto Rican descent — also face higher rates of asthma.

Dirty air, polluted water and contaminated lands not only put families at higher risks of serious and potentially costly diseases – they also discourage new developments and new jobs. Poison in the ground often means poison in the economy. Limiting the economic possibilities of low-income and minority communities only makes it harder to break the cycle of poverty.

Shortly after I was sworn in, I asked EPA employees to make environmental justice part of every decision we make. I called on the whole Agency to think creatively and work hard to make certain that our efforts reach all communities. Plan EJ 2014 – the environmental justice strategy we unveiled more than two years ago– is the tool we created for answering that call. It is aimed at ensuring that environmental justice is integrated into all of EPA’s day-to-day responsibilities – everything from permitting, compliance and enforcement, to community-based programs and the work we do with other federal agencies.

As I prepare to leave EPA, one of my last acts as administrator is issuing the Plan EJ 2014 Progress Report. The report provides ample evidence of how far we have come in making environmental justice an integral and permanent part of EPA’s day-to-day business. It also details how we have mobilized the entire federal government to incorporate environmental justice into the work each agency conducts.

For the first time in our 42 year history, we have laid the groundwork for EPA to fully implement its environmental justice mission of ensuring environmental protection for all Americans, regardless of race, ethnicity or income level. I am proud of the work we have started and the progress we have made, and I am confident that it will continue long after I depart.

My Journey as a Student in Understanding and Assessing the Impacts of Pesticides

Growing up I spent the occasional weekend with my parents and brothers on Interstate 99 driving down from the Bay Area to Selma and Visalia, Calif. to visit family.  While bickering with my older brothers in the backseat during what seemed like a never-ending car ride, all I could see to the left, right, and up ahead were agricultural fields.  But, I had not realized the extent of pesticide use across the San Joaquin Valley until I began my internship with the Environmental Justice Program at EPA’s Regional Office in San Francisco.

Throughout the Valley, which is home to nearly 700,000 residents, many communities have raised concerns about issues related to pesticide use. Pesticides are linked to a range of health affects, from no adverse health affects at all, to minor irritations of the skin and eyes, all the way up to long term effects from repeated exposure. To help better understand the intersection between pesticide use and environmental justice, I was tasked with  helping to identify vulnerable communities in the San Joaquin Valley, as measured by social vulnerability, environmental impacts, and health impacts, specifically focusing on pesticides.

My challenge was to use existing data to create a surrogate for determining potential exposure. I spent most of my time during the internship working collaboratively with our Pesticide Office to do just that. We refined pesticide use data for the Valley by creating a ranking approach for pesticides based on toxicity and mapped areas of high use in order to help the agency make better informed decisions regarding EPA programs and pesticide regulation.

My experience working on this project at EPA has not only enhanced my knowledge about pesticides and their use in California, but it has also provided me with an opportunity to work on a issue that I feel personally connected to because members of my immediate family live in areas of the San Joaquin Valley where pesticide use rates are some of the highest. Through our efforts on this project, incorporating community perspectives and defensible interpretations of existing data, I was able to gain valuable experience working to help provide information that is critical to informing decision-making about pesticides.
