Wildlife and Hunting Heritage Conservation CouncilThe Wildlife and Hunting Heritage Conservation Council is an advisory group established by the Secretary of the Interior and the Secretary of Agriculture to provide them with recommendations on wildlife conservation and enhancing public hunting opportunities. Since its creation in 2010, the Council has had a number recommendations implemented, including a partners program that kept 500,000 acres of federal lands open to recreational users in Arizona, and improved reporting on public lands that are open to hunting.

Everyone who hunts on a national wildlife refuge must have the required state license(s). (State government links are provided under under the State Licenses tab.) Some refuges also require their own permits and/or user fees. These are noted in this guide.
