Michael Budney - Director of Business Operations

Photo of Michael Budney.Michael Budney is the Director of Business Operations for the Office of Energy Efficiency and Renewable Energy (EERE). He manages the daily operations of EERE's Project Management Coordination Office, Workforce Management Office and Information Technology Services Office to ensure their efforts are aligned, effective, and responsive to the organization's needs.

Before joining EERE in May 2015, Michael was assigned as Director of Capture Management in Northrop Grumman's Information Systems Sector.  From 2013-2015, he led efforts to win major missile defense contracts in information technology, modeling and simulation, wargames and exercise support, and radar sensor development.  

From 2012 to 2013, he served as Director of Integrated Air and Missile Defense (IAMD) Systems Development.  He led sector-wide and cross sector IAMD initiatives to demonstrate technologies applicable to the military missile defense missions.  From 2009 to 2012, Michael was the Business Development Manager for Advanced Concepts and Technologies Division Maritime Solutions.  In that capacity, he led efforts for all undersea and surface ship topside sensor projects, including communications, electronic warfare, radar, and IAMD systems.  

Before joining Northrop Grumman, he served 29 years as a U.S. Navy submarine officer, retiring as a Captain.  His final assignment was a Deputy Director of the Nuclear Command and Control System Support Staff, performing oversight duties of all aspects of the national nuclear command and control system for Commander, USSTRATCOM.  

At sea, he served aboard four submarines and three ships, commanding a Trident ballistic missile submarine and—as his major command—the submarine tender Emory S. Land.  During these tours, he and his family lived in Japan, Scotland, and Italy.

Ashore, Michael served as Assistant for Undersea Warfare on the Chief of Navy Operations' (CNO) Executive Panel, Third Battalion Officer and later as Deputy Commandant of the U.S. Naval Academy and Research Fellow on the CNO Strategic Studies Group.

He earned a bachelor's degree in physics from the U.S. Naval Academy. He also holds a Master of Science degree in electrical engineering from the Naval Postgraduate and an MBA from the University of Maryland University College.
