Overview
The project charter and IT investment business case are used to justify funding for the digital product or service as part of a Federal Information Technology Acquisition Reform Act (FITARA) review. The project charter is the primary document used to ‘kick off’ the effort. It is a short document tailored to meet individual needs of the product. It can be a statement of the scope, objectives and participants in a project. It provides a preliminary delineation of roles and responsibilities, outlines the project objectives, identifies the main stakeholders and defines the authority of the project manager. It serves as a reference of authority for the project’s future.
