Legal Team
William Bierbower is ARPA-E’s Chief Counsel. Before joining ARPA-E, Bierbower served as Chief Counsel at NASA’s Marshall Space Flight Center in Huntsville, Alabama. Bierbower also served as Lead Counsel for NASA’s Directorates for Exploration Systems and Science Missions at NASA Headquarters in Washington, D.C., and as senior attorney at the Goddard Space Flight Center in Greenbelt, Maryland.
Kathryn Aleda is ARPA-E’s Deputy Chief Counsel. Before joining ARPA-E, Aleda served as an Attorney-Advisor to the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy in Golden, Colorado. Prior to her work at DOE, she served as Vice President and General Counsel for a business and data consulting firm which she co-founded. She also previously worked as an attorney at DC-area law firms, where she specialized in commercial and environmental law and litigation.
Nichole Clagett is an Attorney-Advisor within ARPA-E’s Office of the Chief Counsel. During 2011, Clagett joined ARPA-E full-time to support the ARPA-E Office of the Chief Counsel in a variety of legal matters within the Agency.
Charles Conway currently serves as a Legal Analyst at the Advanced Research Projects Agency – Energy (ARPA-E). As Legal Analyst, Conway works with the Office of Chief Counsel to provide legal advice and counsel on a wide variety of legal and policy matters relevant to ARPA-E’s mission.
Geoff Goode is an Attorney-Advisor in the Office of the Chief Counsel at ARPA-E. Before joining ARPA-E, Mr. Goode was in private practice at a DC-area law firm where he focused on environmental law in the regulatory and litigation contexts.
