ARPA-E was officially created and first authorized by the America COMPETES Act, which was signed into law (Public Law No. 110-69) by President Bush on August 9, 2007. On January 4, 2011, President Obama signed the America COMPETES Reauthorization Act of 2010 into law (Public Law No. 111-358), reauthorizing ARPA-E through the end of Fiscal Year 2013.
