Prediction of and Resilience against Extreme EVENTS (PREEVENTS) NSF 01/04/2017

Natural disasters cause thousands of deaths annually, and in 2013 alone caused over $130 billion in damage worldwide. There is clear societal need to better understand and mitigate the risks posed to the US by natural hazards, consistent with the mandate of the National Science Foundation (NSF) “…to promote the progress of science [and] advance the national health, prosperity, and welfare....” NSF and the Directorate for Geosciences (GEO) have long supported basic research in scientific and engineering disciplines necessary to understand natural hazards and extreme events, including through the Interdisciplinary Research in Hazards and Disasters (Hazards SEES) program and multiple core programs in the GEO Directorate. PREEVENTS is designed as a logical successor to Hazards SEES and is one element of the NSF-wide Risk and Resilience activity, which has the overarching goal of improving predictability and risk assessment, and increasing resilience, in order to reduce the impact of extreme events on our life, society, and economy. PREEVENTS will provide an additional mechanism to support research and related activities that will improve our understanding of the fundamental processes underlying natural hazards and extreme events in the geosciences. PREEVENTS is focused on natural hazards and extreme events, and not on technological or deliberately human-caused hazards. The PREEVENTS portfolio will include the potential for disciplinary and multidisciplinary research at all scales, particularly aimed at areas ripe for significant near- or medium-term advances. PREEVENTS seeks projects that will (1) enhance understanding of the fundamental processes underlying natural hazards and extreme events on various spatial and temporal scales, as well as the variability inherent in such hazards and events, and (2) improve our capability to model and forecast such hazards and events. All projects requesting PREEVENTS support must be primarily focused on these two targets. In addition, PREEVENTS projects will improve our understanding of the effects of natural hazards and extreme events and will enable development, with support by other programs and organizations, of new tools to enhance societal preparedness and resilience against such impacts.

Feasibility studies funded under the Title XVI Program support the development of water reclamation and reuse projects to supplement urban and irrigation water supplies through water reclamation and reuse, thereby improving efficiency, providing flexibility during water shortages, and diversifying the water supply. National Conservation Innovation Grants U.S. Department of Agriculture, Natural Resources Conservation Service 01/09/2017

The purpose of CIG is to stimulate the development and adoption of innovative conservation approaches and technologies, while leveraging the Federal investment in environmental enhancement and protection in conjunction with agricultural production. CIG projects are expected to lead to the transfer of conservation technologies, management systems, and innovative approaches (such as market-based systems) to EQIP eligible producers, into NRCS technical manuals and guides, or to the private sector. CIG is used to apply or demonstrate previously proven technology in order to increase adoption, with an emphasis on opportunities to scale proven, emerging conservation strategies. CIG promotes the sharing of skills, knowledge, technologies, and facilities among communities, governments, and other institutions to ensure that scientific and technological developments are accessible to a wider range of users. CIG projects targeting innovative on-the-ground conservation, including pilot projects, field demonstrations, and on-farm conservation research. On-farm conservation research is defined as an investigation conducted to answer a specific conservation-related question using a statistically valid design while employing farm-scale equipment on farm fields.

Community Forest Program U.S. Forest Service 01/13/2017

The Forest Service is authorized to provide financial assistance grants to local governments, Indian tribes, and qualified nonprofit organizations (including land trusts) to establish community forests that provide defined benefits...Project will focus on private forest lands that are threatened by conversion to nonforest uses, are not lands held in trust by the United States, and can provide defined community benefits and allow public access and/or Forest Lands that are at least five acres in size, suitable to sustain natural vegetation, and at least 75 percent forested. Regional Vulnerability Assessments for Ocean Acidification NOAA 01/15/2017

NOAA/OAR/Ocean Acidification Program (OAP) is soliciting proposals for collaborative projects of up to 2 years in duration that synthesize ocean acidification information at a regional scale (e.g. Large Marine Ecosystem, large estuary or collection of small estuaries, and state or collection of states in US waters) to determine where societal vulnerabilities to ocean acidification exist or are emerging, in order to provide actionable information for marine resource decision makers. Matching Awards Program National Forest Foundation 01/17/2017

MAP is a nationally competitive grant program that provides federal funds for direct on-the-ground projects benefiting America's National Forests and Grasslands. The program supports action-oriented projects that enhance outdoor experiences, forest and ecosystem health, and engage local communities in caring for their public lands. The current NFF strategic plan focuses on the Program Areas of Outdoor Experiences and Forest Health. Region 10 Indian Environmental General Assistance Program for FY 2018 EPA 01/17/2017

Draft budgets and workplans are due January 17, 2017. EPA’s policy is to work with tribes on a government-to-government basis to enhance environmental protection in Tribal communities. In 1992, Congress passed the Indian Environmental General Assistance Program Act which authorizes EPA to provide General Assistance Program (GAP) grants to federally recognized tribes and tribal consortia for planning, developing, and establishing environmental protection programs. The GAP program is exempt from competition, therefore, applications that meet the stated requirements in program regulations and guidance will be funded if funds are available.

Regional Integrated Sciences and Assessments (RISA) Program NOAA 02/06/2017

Early Career: Anticipating the Environmental Impacts and Behavioral Drivers of Deep Decarbonization EPA 02/10/2017

The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is seeking applications proposing research that will contribute to an improved ability to understand and anticipate the public health and environmental impacts and behavioral drivers of significant changes in energy production and consumption in the United States, particularly those changes associated with advancing toward the deep decarbonization necessary to achieve national and international climate change mitigation objectives and avoid the most significant health, environmental, and economic impacts of climate change. The proposed research is intended to contribute to the development of new insights and predictive tools related to the multimedia, life-cycle impacts of the decarbonization of electricity generation; the electrification of end uses; the adoption of low-carbon emitting, renewable fuels; and the adoption of energy efficiency measures. Drought Resiliency Project Grants DOI, Bureau of Reclamation (BOR), WaterSMART 02/14/2017

The objective of this Funding Opportunity Announcement (FOA) is to invite states, tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation on Drought Resiliency Projects that will increase the reliability of water supply; improve exchange of water; and provide benefits for fish, wildlife, and the environment to mitigate impacts caused by drought.This helps to prepare for and address the impacts of drought and climate change.

Drought Resiliency, Planning, Infrastructure, Water Management, Drought Mitigation, Natural Resource Management Funding Group I: Up to $300,000 in Federal funds provided through this FOA will be available for projects that generally should be completed in two years. Funding Group II: Up to $750,000 in Federal funds provided through this FOA will be available for larger projects that may take up to three years to complete. Projects in this group will be funded on an annual basis. Funding for the second and third y ears of the project is contingent upon future appropriations. West Link
Drought Response Program: Drought Contingency Planning Grants DOI, Bureau of Reclamation, WaterSMART 02/14/2017

The objective of this FOA is to invite states, Indian tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing Drought Contingency Planning with Reclamation to build resilience to drought in advance of a crisis. Applicants under this FOA may request funding to develop a new drought plan or to update an existing drought plan (collectively, Drought Contingency Plans). Applicants may also request technical assistance from Reclamation for the development of elements of the Drought Contingency Plan (Project). Through this FOA, Reclamation seeks to support collaborative planning efforts that use a proactive approach to build long-term resiliency to drought. Drought Contingency Plans developed under this program are required to include participation by multiple stakeholders to encourage more comprehensive plans that address issues important to different sectors (e.g., agricultural, municipal, and environmental). Participation by multiple stakeholders will also broaden support for mitigation and response actions identified in the plans. In addition, Drought Contingency Plans developed under this FOA must include consideration of climate change impacts to water supplies, in order to support long term resiliency to climate change.
