A successful candidate in this position will effectively manage entry-level learning programs; provide accurate and timely guidance to employees regarding implementation and compliance of NNSA policies; standards; corporate development goals; program initiatives; and programmatic requests related to learning and career development.

Duties

As an Entry Level Development Program Manager you will:

Recommend, implement, and administer policies, procedures, and practices related to operational aspect of entry level development programs. This includes management oversight, stakeholder outreach, learning and development process and functions as well as an ability to develop and implement new or enhanced policy, procedures, and standards.

Plan, develop, execute, manage, and evaluates NNSA accession programs, to include curriculum development and the delivery of courses, workshops and seminars.

Develop and foster internal and external partnerships with other federal agencies, private sector, and Colleges and Universities regarding the execution of entry level development programs.

Develop and administer the budget for program elements under the position’s responsibility; ensuring agency funding is spent appropriately and efficiently to meet program goals and mission requirements.

Assesses program requirements and capabilities, analyzes program performance measurement data; identifies vulnerabilities and opportunities for program enhancement. Develops program objectives, budgetary limitations, schedules and priorities for entry level development programs. The incumbent develops strategic and operational plans for assigned programs. Coordinates planned program actions, reporting requirements and recommends changes to implement improvements as necessary.

Conduct research, evaluation, benchmarking, and associated fact finding related to instructional methodologies and development of accession programs. Determines methodologies to discern return of investment of assigned programs.

Manage the NNSA Graduate Fellowship Program (administered by Pacific Northwest National Laboratory). This includes applying qualitative and/or quantitative methods to develop, access, and operate management processes and systems of the NNSA Graduate Fellowship Program.

Plan and execute marketing strategies designed to recruit and attract applicants with a diverse background.

Collaborate with Human Resources and stakeholders to recommend annual staffing and recruitment plan.
