SPECIALIZED EXPERIENCE REQUIREMENTS
Qualifying Experience: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal service i.e., NQ-02 or GS-12. Specialized experience for this position is defined as experience performing post award functions for large scale multi-million dollar procurement acquisitions; maintaining systems to evaluate and monitor contractual performance related to such areas as delivery, cost, and amount of progress or advance payments and effective use of government furnished property; resolving problems; negotiating prices and executing supplemental agreements; and assuring contractual compliance with cost accounting standards.

- Knowledge of federal procurement laws and regulations, including decisions of the Comptroller General to determine the significance and impact on negotiation and administration of contracts.
- Knowledge of contract policies, regulations, principles and requirements applicable to contract negotiation and administration to provide insight and oversight of contractor measures of performance, and deliverables sufficient to provide system level improvement recommendations.
- Ability to communicate effectively to prepare correspondence, reports, issue papers and present formal briefings in a concise, accurate, and persuasive manner.
- Knowledge of federal contracting and property regulations and methodologies involved in oversight of contractor purchasing and property systems sufficient to assess the efficiency and adequacy of each system.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: You must have completed 52 weeks in a position equivalent to the next lower band, i.e., NQ-02 or GS-12.
CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.
Qualifications and eligibility requirements must be met within 30 days of the closing date of this announcement.
EDUCATION:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

OTHER REQUIREMENTS:
Must meet Level III FAC-C, DOE/NNSA, or DOD/DAWIA contracting certification requirements; OR must meet at least Level II FAC-C, DOE/NNSA, or DOD/DAWIA contracting certification requirements and be able to obtain Level III within 18 months of placement. You are required to submit a copy of your certification with your application.
Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification
A one year probationary period, may be required.

The position requires travel outside of the duty station on less than 10% of the time.
