Outreach

BSEE promotes transparency in all activities regulating the energy industry on the Outrer Continental Shelf (OCS) within the boundaries of propritary information necessary to support the competition inherent in American prctices. One vital element of transparency, which is also critical to increasing public appreciation of the challenges of that regulatory process, is outreach through speeches, techncial presentations, and Congressional Testimony.

Offshore Exploration and Production Responsiblities

Exploring for, developing and producing energy resources like oil and gas on the Outer Continental Shelf is a long, multi-faceted process which starts many years and in some cases decades prior to first oil or gas being produced. Multiple federal agencies and bureaus are involved in administering the program and ensuring that federal regulations are followed all in an effort to ensure that the offshore energy program is safe, both for the personnel and the environment.

Incident Information & Reporting

Incidents on the OCS involve everyday operations and duties. An unsafe act or condition may cause a worker to lose his or her life or be seriously injured. Unsafe acts or conditions may also result in spills or other incidents that have the potential to affect the environment. The Bureau uses the results of incident investigations and data analysis to identify incident causes and trends. Appropriate actions are then identified to prevent the recurrence of these incidents and to enhance safety and environmental protection on the OCS.

Partnerships

BSEE's responsibilities for the regulation of offshore energy development on the U.S. Outer Continental Shelf (OCS) often overlap with the responsibilities and regulations of other federal agencies. The Bureau works closely with our partners to ensure we approach this shared regulatory space in an efficient and consistent manner. The Bureau also leverages its limited resources through agreements with federal partners and other agencies through memoranda of understanding or agreement (MOU, MOA) and interagency agreements (IAA).

Administrative Services

Administrative Services - BSEE provides adminstrative services for both BSEE and also the Bureau of Ocean Energy Management (BOEM) through support agreements. Adminstrative services include Acquisition Management (AMD), Equal Employment Opportunity (EEO) oversight, Finance, Human Resources (HR), Management Support, Technology Services (TSD), Data Stewardship and a team which overseas Records, Delegations and Directives.
