Water for Emergencies: Bigger Solutions than Bottled Water

It is easy to take our drinking water and wastewater services for granted.  Most, if not all, of us have lost electricity in our homes, but I can recall only one time when I turned on my faucet and I had no tap water. That time was in November 2010, just a day after coming home from the hospital after giving birth to my twin daughters.

I panicked. I sent my husband down to the basement to get our emergency supply of bottled water, which I bought soon after I started working on water infrastructure resilience and emergency preparedness. Those bottles were long expired. I was ready to send him to the store to buy bottled water (which may not be an option in a wide-scale event). Thankfully, my sister quickly determined that our outage was due to water main repairs on our street and the county utility workers soon had our water working again.

Though our water outage was brief, it highlighted the importance of preparedness both at the personal and utility level. In our home, my family now stores an ample emergency  supply water in our basement as part of our emergency supplies, and I make sure to replace it before it expires. In our community, I know that my county is prepared for power outages, too. It has stand-by emergency generators or transfer switches to connect readily to a portable generator at its water pumping stations and has enough fuel to power its generators for several days. Maps Can Make Water Safer to Drink

Maps are integral to our daily lives. They are the basis of exploration and navigation, helping us plot our observations to reveal new relationships and information we may have overlooked. Maps have evolved from the unwieldy foldouts to computerized maps. I use maps on a regular basis now, more commonly looking to my computer, phone or my car’s navigation system, to find my way around a traffic jam, plan a jogging route, or track the coming weekend weather. But maps can serve a more important function: they can help us protect the drinking water that is critical to our health.

EPA is harnessing the power of maps to help you and your community do just that. We have released DWMAPS—the Drinking Water Mapping Application to Protect Source Waters. This robust, online mapping tool provides the public, water system operators, state programs, and federal agencies with critical information to help them safeguard the sources of America’s drinking water.

Here are just a few ways you can use DWMAPS:

Who supplies my drinking water?

  • Perhaps you have heard that excess levels of the nutrients nitrogen and phosphorus can be in sources of drinking water. You can use DWMAPS to find out which systems serve drinking water to your county, and whether or not they face contamination issues like nutrients or fecal coliform.

Where are potential sources of contamination?

  • DWMAPS can help you trace upstream of your water supply to find potential sources of contamination. Use the map to search for waste sites, industries with recent pollution permit violations, landfills and wastewater treatment plants, sewer overflow points, pipelines, and facilities that manage carcinogenic or other toxic waste and more.

How can the Clean Water Act protect my drinking water?

  • Imagine you live near the Chesapeake Bay and learn that the Susquehanna River, a source of drinking water, is listed as “impaired” under the Clean Water Act due to high nutrient levels. You can use DWMAPS to learn more about the Susquehanna River, its tributaries, and factors leading to impairment. Then, you can participate in permit reviews or other public sessions to help your state apply Clean Water Act tools to protect it.

Is there anything else I can do?

  • Perhaps you would like to start a project to protect your local watershed. You can use DWMAPS to learn which watersheds near your home are most important to drinking water supplies. DWMAPS can also help you find partners and take action to prevent contaminants from getting into nearby drinking water sources. We’ve mapped watershed groups and drinking water contacts working around the country to restore watersheds. Link up with these groups to learn how you can get involved.

Geospatial technology is allowing us to see the world from a different perspective. Using this technology, DWMAPS brings together a suite of resources that will serve as “one stop shop” for source water protection and watershed assessment. With DWMAPS, you can now look beyond the tap and take a bird’s eye view of your drinking water. With this broader perspective, we can begin to take action together. Protecting Our Coastal Waters

America’s coastal waters are a source of life for people and marine life that reside near them. While some of us may think of our coastal waters as a great place to enjoy swimming, fishing, kayaking, boating and other fun water recreation activities, for many communities, they are much more than that. Many people’s livelihoods, whether based on fishing or tourism, depend on clean and safe coastal waters. And, in the case of the Great Lakes, surrounding communities rely on coastal waters to generate precious drinking water.

Most of America’s population lives near a coastline, and that population continues to grow every year. With population growth comes increased land development and pressure on fragile coastal habitats. The National Coastal Condition Assessment (NCCA), a study conducted under the National Aquatic Resource Surveys to better understand the condition of our nation’s waters, tells us that our coastal and Great Lakes nearshore waters have a mix of good and fair health. Even with this news, it’s important that we continue to employ all of the tools available to reduce the pollutants that degrade water quality and further protect areas in good condition.

Every day at EPA, we aim to restore and protect coastal waters through a mix of regulatory and voluntary programs. We work with federal, state and local partners to control point source pollution from industrial and municipal discharges and sewer overflows, restore coastal and estuarine habitats, preserve wetlands, monitor and clean beaches, and manage dredged material to facilitate commerce. Our ocean dumping program prevents pollution caused by discarding wastes near coastal waters. We also set limits on discharges from various vessels and work with communities to prevent trash from entering waterbodies and flowing into the sea. These programs help to keep America’s waters clean.

When we protect the environment, we protect people’s health, too.  We also work to make sure people are aware of any risks to their health due to environmental challenges.  Our ongoing Beach Watch Program and beach grants helps states improve monitoring and notification systems to alert beach goers about unsafe water quality conditions. The public can also seek our information on fish advisories to find out when certain fish from specific areas should not be eaten or eaten only in limited amounts due to toxins.

Go With the Flow—Green Infrastructure in Your Neighborhood

Ten years ago, we didn’t see much green infrastructure for water resources around our neighborhoods. It was more of a novelty than a focused approach to sustainable development and construction. A few cities started using and experimenting with green infrastructure techniques such as rain gardens, permeable pavement, and bioswales which are landscape elements designed to remove silt and pollution from surface runoff water. The green was a complement to the gray infrastructure, the established system of underground tunnels and sewers. Together, green and gray infrastructure provided a holistic approach to manage stormwater for cleaner water.

Tools, Strategies and Lessons Learned from EPA Green Infrastructure Assistance Projects booklet coverAs the word spread about the early successes of these communities, a growing cadre of public works pioneers joined the movement to apply its principles and techniques to managing their water resources. EPA joined in their discussions, providing support to these pioneers through our technical assistance program. Today, EPA is releasing a summary report of the results from this program that we hope leads to even greater growth in green infrastructure.

Tools, Strategies and Lessons Learned from EPA Green Infrastructure Assistance Projects 

Many of the green infrastructure thinking and practices we see today are not new. Gardens, rain barrels and permeable pavement were standard practices for harnessing and managing water hundreds of years ago. They were old-time technology that let water do what it naturally does —seep back into the earth where it can flow back naturally to streams and rivers, replenish groundwater, or be absorbed by plants and trees.

Communities are now relearning these techniques, and green infrastructure is working for communities across the urban spectrum, from smaller cities like Clarksville, Georgia to midsized, midwestern cities like Milwaukee, Wisconsin and large metropolitan regions like Los Angeles, California.

The summary document outlines how these and other community green infrastructure projects are successful. It also highlights benefits, offering examples for city managers to think creatively about how they can design their communities for better health, abundant water resources and improved quality of life.

We can all be part of better design for our communities. It just takes a different way of looking at things. When I’m out with my kids, I talk about how when it rains the water runs off streets, parking lots and other hard surfaces and flows down the stormwater drains into the sewer systems where it can’t be used for anything else. Now armed with the information, they’re always on the lookout for the missed opportunities in our neighborhood for letting the water go where it wants to, where it can do the most good for the watershed where they live.

I hope this report contributes to a movement where green infrastructure becomes standard practice. Every time we set out to design or build, repair or remodel our water systems let’s remember to think green infrastructure and let water do what it naturally does.

Increasing Transparency through Improved Data Access

In college I worked with community groups to address local agriculture and food safety issues. During that time, I learned how many people in the community didn’t really understand these issues or what to do about them. I started to think about transparency and the importance of community involvement and education. I am thrilled to now be a part of the team working on the Enforcement and Compliance History Online tool, known as ECHO. This tool allows users to search facilities that are in non-compliance with environmental laws and helps make EPA enforcement efforts and companies’ actions more transparent for the general public.

Each year the ECHO team hears from users around the country about enhancements they would like to see. We have been working hard to create, promote, and improve the highlighted tools in the ECHO system and build new, useful tools. Some of our notable improvements include:

 2015 Highlights

  • Users now have a “Use My Location” feature on their mobile devices to find facilities within a three-mile radius.
  • When users search by case name, defendant name or facility name on the enforcement case search, they can choose to search for exact matches or names that begin with a search term.
  • An ECHO tool guide provides users with tips about tools for various analyses.
  • Pesticide Worker Protection dashboard provides a summary of enforcement and compliance aimed to reduce risk of pesticide poisoning and injury.
  • Online tutorials are available for clean water effluent charts, detailed facility reports, and the error reporting feature.

2016 Plans

I am also excited to share what’s in store for 2016. We will be focusing on improving ECHO tools and increasing public involvement. When I joined EPA, I came with a personal goal to help others get involved with knowing their environmental community and reporting on noncompliance of environmental laws. I am personally looking forward to seeing more public users and feedback so we can improve our enforcement efforts. But as a team, we have a lot of exciting projects for 2016 to help make ECHO more useful and informative for everyone.

  • Users will be able to search for criminal enforcement cases as well as the current opportunity to search civil enforcement cases.
  • Enhanced search results and mapping capabilities.
  • Water quality mapping.
  • Frequent tutorials and trainings for both public and government users.

After a great 2015 of modernizing ECHO I am looking forward to 2016!

Jessie Johnson is new to EPA as a program analyst with the Office of Enforcement and Compliance Assurance. She specializes in GIS technology and will be working to help improve the enforcement maps and training others in map analysis and has a particular interest in how GIS mapping can help improve enforcement and management efforts.

Don’t Panic. Be Prepared.

I don’t know why reports of severe weather conditions can send everyone into a panic. At the first mention of inclement weather, we often make a mad dash to the grocery store or hardware store to stock up on supplies.  The frenzy can be avoided by being prepared in advance of severe weather conditions.

When I was growing up in Puerto Rico, those frantic moments were set off by the mention of an impending hurricane.  While living in the Washington, DC area, I’ve noticed similar reactions whenever snow is in the forecast.  And this weekend seems to be no different. Along the Northeast and Southeastern coastline, we expect some sort of precipitation, be it a heavy snowfall or freezing rain.

Snowy WeatherSo, what can we do to be prepared for the storm? Here are some suggestions:

  • Fill up your car’s gas tank before the storm hits.
  • In your emergency supplies kit, stock up on canned food, bottled water, a manual can opener, flashlights and other supplies like batteries.
  • Have extra charged batteries for your cell phone. Even consider buying a solar-powered cell phone battery.
  • Have cash on hand.
  • Have books, games, and activities for children.
  • Have a battery-powered portable radio. It will help you to be connected with the outside world if you’re snowed in.
  • Have emergency phone numbers on hand to report power outages with your local utility company.
  • Here’s some useful information in the event that you need emergency disinfection of drinking water in your community after the storm.

Also, if you’re using the chimney for the first time this winter, make sure that you’re using it correctly to reduce smoke inside and outside your home.  Here are some useful BurnWise best practices. Personally, I love to gather around a cozy fire, but it’s important to keep everyone safe and smoke free.

Furthermore, if we get the severe snowstorm they are forecasting, it’s likely that some areas will be without power.  If you have a generator, use it safely.  Generator exhaust is toxic! Make sure that you place your generator well away from doors, windows and vents.  Carbon monoxide is deadly.  It’s known as the silent killer. Keep your family safe.

So, are you prepared for the big storm of 2016? Stay safe.

Protecting Communities through Superfund Enforcement

December 2015 marked the 35th Anniversary of the Superfund program, the federal government’s most successful program designed to clean up the nation’s contaminated land and water and respond to environmental emergencies. I oversee EPA’s Superfund enforcement program, which focuses on cleaning up neighborhoods, ensuring that the polluter pays, and protecting human health and the environment.

The past 35 years have brought significant changes to Superfund through congressional amendments, changes to perspective through reauthorization discussions, and interpretations from the judicial system. Not only has the law changed, but technology has, too.

I am proud to have dedicated my career to cleaning up contaminated sites, and my goal in my current role is to support EPA’s work to find responsible parties and make sure that polluters pay for the cost of cleanups instead the American taxpayers.

For every dollar spent by the Superfund enforcement program, private parties commit to spending eight dollars toward cleanup work leading to restoration of land and water, facilitating reuse and revitalization, and protecting communities. Since the program inception, EPA has secured over $35.1 billion in private party commitments and over $6.9 billion to recover past cleanup costs. EPA has been instrumental in helping to get the responsible parties to pay for cleanup of sites across the country. For example:

  • A 2006 enforcement agreement with General Electric resulted in a $2.7 billion cleanup of contaminated sediment and 300,000 pounds of polychlorinated biphenyls (PCBs) being removed from the Hudson River riverbed. The dredging of the Hudson River PCB Superfund Site was completed in October 2015.
  • A 2014 settlement to resolve fraudulent conveyance charges against Anadarko and Kerr-McGee associated with the Tronox bankruptcy means $1.9 billion will go toward cleanup of contaminated Superfund sites across the country.
  • A 2009 agreement required $975 million for the cleanup of contamination at the TVA Kingston Fossil Plant in Tennessee. This agreement facilitates the cleanup of 5.4 million cubic yards of coal ash waste impacting the Emory River and adjacent land.
  • In 2007, EPA collected more than $124 million from Hercules Incorporated to recover costs for the Agency’s cleanup work at the Vertac Chemical and Jackson Landfill Superfund Sites in Jacksonville, Arkansas.

EPA’s Superfund enforcement program is strong and is committed to finding new solutions as we address new sites, industrial processes, and hazardous substances to ensure human health and the environment are protected in communities across the country.

A Greener 2016

Happy New Year! As we begin the new year, we’re looking for a fresh start to a healthier and happier life. How about finding ways to embrace a greener lifestyle for 2016?

Personally, I’ve selected some green resolutions that will help me make better environmentally sound choices for my family, my community and the planet. I think they’re easy to follow now and throughout the year. I’m sharing them with you. What do you think?water

Resolution #1: Save energy.

Saving energy at home, at school, or in the office can start with one simple light bulb. I know I often sound like a broken record trying to convince my youngest to turn off the lights in her room when she leaves. This year I want both of us to make that special effort. This simple action can go a long way to save energy.
Also, at home, we’ve made sure that all our major appliances have the Energy Star label.  Are you planning to to replace an old computer or household appliance this year? You can save energy and money, too, if you choose a new appliance with the label.

Resolution #2: Save water.

We definitely cannot live without water. So, why not do our best to use this precious resource as efficiently as possible? Saving water saves energy and money. This year, I’m making a special effort to take shorter showers and turn off the faucet while I brush my teeth. These simple steps can go a long way.

Do you have a leaky faucet or toilet? Did you know that household leaks waste more than 1 trillion gallons of water every year in the U.S. alone? I’ve had problems with leaky toilets at home and learned from the experience! Don’t let a leak break the bank.  Look for the WaterSense label when buying new water efficient toilets and other plumbing fixtures to save valuable water and money every day.

Resolution #3: Use safer chemicals.

We’ve all heard the expression: “cleanliness is next to godliness.” So, why not look for safer cleaning products to protect ourselves, our family and the environment? Did you know that we have a program that helps us do just that? It’s called SaferChoice. Products with the SaferChoice label have met high EPA standards to ensure that they’re greener to better protect people, pets, workers’ health and the environment. Personally, I seek greener chemicals to help protect my family. I’m glad there will be more products available with the SaferChoice label this year.

Resolution #4: Reduce, reuse, and recycle.

Make an effort to reduce waste from the outset. Why not use reusable containers at home, at school, and at the office? Reducing disposable packaging and waste saves you money and ultimately protects the environment. Looking for additional tips on how to reduce waste? Here are more suggestions on what you can do every day.

For starters, I’m focusing on waste free lunches. When I prepare lunches for my youngest to take to school or for me to bring to work, I’m avoiding disposable plastic bags. I’m using reusable containers for the food and beverages. Not only am I preventing those bags from ending up in a landfill, but I’m saving money, too.

Resolution #5: Be more active.

While we often include losing weight as a New Year’s resolution, how about aspiring to become more active as the means to a healthier lifestyle? You don’t have to sign up for an expensive gym membership to achieve that goal. It’s much easier and less costly than you think. How about simply walking more often? Take your dog on longer walks. How about visiting your local park?

Personally, I’m taking the stairs more often at work. I also have a new standing desk. So, I’m not as sedentary as in the past. Being more active at work, becoming healthier, and protecting the environment sound like a win-win to me!

A View from #COP21 in Paris

Last weekend in Paris, negotiators from nearly 200 countries reached a historic, universal climate agreement that had eluded the global community for two decades. I was proud to be at COP-21 helping communicate EPA and U.S. efforts on climate action at the U.S. Center, the State Department’s public diplomacy space at the COP. I had the opportunity to meet attendees from around the world and to hear about global efforts to combat climate change—so I wanted to share a few thoughts from the conference.

The most striking thing about the COP was its size. Forty thousand attendees came from around the world—educators, students, government officials, and non-profit and private sector leaders—so it was held at Le Bourget, best known as the airplane hangar for the Paris air show. The U.S. Center was one of the many pavilions where visitors could learn more during COP21.

In the spirit of the event, conference organizers went all-in on sustainability with an extensive biodegradables and recycling program. Participants could return reusable plastic coffee cups for a 1 Euro deposit, and the cups quickly became as good as currency. Participants were spotted scooping up coffee cups from empty tables and desks, returning several at a time.

Something I didn’t fully appreciate before arriving in Paris was that the COP is a consensus process—so for the negotiations to succeed, all 195 countries had to be in favor of a deal. So the Paris Agreement reflects the threat climate change poses to every nation on Earth, as well as the global community’s determination to do something about it.

The Paris Agreement is ambitious, universal, and durable. Before the negotiations even began, 180 countries, representing more than 95 percent of the climate pollution on Earth, put forward individual pledges to cut carbon pollution.

The Paris Agreement was built from country-level plans, and it states that countries will limit warming to 2 degrees Celsius on average and make efforts to keep it under 1.5 degrees Celsius—levels science tells us will help avoid the most catastrophic impacts of climate change.

The agreement calls for transparent reporting and accountability about how nations keep track of carbon emissions. It creates a mechanism for countries to come back to the table every 5 years with increasingly ambitious national carbon pollution reduction pledges, and it includes provisions for financing to developing countries to help them grow their economies with clean energy.

American leadership paved the way for global action. Secretary Kerry spoke in the second week about the need to seize the moment for an ambitious, universal climate agreement, and how U.S. efforts have led the way. EPA’s Clean Power Plan is a centerpiece of U.S. climate efforts, and Administrator McCarthy spoke at the U.S. Center about why she’s confident the rule is built to last.

American businesses are also leading the way. On the first day of the COP after President Obama and other world leaders spoke, Bill Gates and other business leaders launched “Mission Innovation” to develop the next generation of clean technologies. Meanwhile, 154 of the largest U.S. companies including WalMart, AT&T, Coca-Cola, and Facebook, representing 11 million jobs and more than 7 trillion dollars in market capitalization, signed the White House American Business Act on Climate Pledge. Major companies know that climate impacts increase their financial risk, while climate action represents an unprecedented economic opportunity.

That is the real triumph of the Paris Agreement: it sends a global market signal that a low-carbon future is inevitable, and climate-smart investments are not only the right thing to do, but the profitable thing to do.

Despite the size of the COP, climate change is personal. So it was powerful to hear from the following two local leaders at a U.S. Center side event hosted by Interior Secretary Sally Jewell.

Councilwoman Maija Lukin of Kotzebue, Alaska, and Alson Kelen of the Marshall Islands each explained that climate change threatens their communities’ existence today. Homes in Kotzebue are slowly sinking into the sea as the permafrost underneath thaws and the sea level rises. Traditional food sources—caribou, seals, berries—are disappearing. And thinning ice has made travel dangerous—Councilwoman Lukin lost 2 uncles when they fell through thin ice while traveling to the next town, which doesn’t have a road. In the Marshall Islands, rising sea levels mean just about every time it rains, garbage and sewage wash through communities, making people sick. Warming waters mean fish are disappearing.

Climate change is threatening our health, our economy, and our national security today. But I am convinced we will meet this challenge, in part because of the incredible will it took from countries around the world to reach the Paris Agreement. Attending the COP was a tremendous opportunity and an experience I’ll never forget—it’ll be a story for the grandkids. Read more about COP-21 here and here.

Bird Wintering: How Citizen Science Supports Climate Science

This December, tens of thousands of individuals across the Americas will participate in the National Audubon Society’s Christmas Bird Count, the longest-running citizen science program in the world.

The first Christmas Bird Count took place in 1900 with just 27 individuals as a conservation-minded alternative to the “Christmas Side Hunt”- a hunt aimed at bagging feathered and furry creatures alike. Conservation was in its beginning stages at the turn of the century and citizens were growing concerned about declining bird populations.

The new tradition struck a chord. One-hundred and fifteen years later, the Christmas Side Hunt has faded from our nation’s memory and the Christmas Bird Count boasts 70,000+ participants spread over 2,000 locations. At each location, birdwatchers tally the number and type of species they see and hear over a 24-hour period and report their results back to the Audubon Society.

In the 1930s, this act of citizen science helped scientists better understand the decline of wild turkey populations. At that time, the US had only an estimated 30,000 birds. Today, after notable conservation efforts, the US is home to about 7 million of the gobbling creatures.

The Christmas Bird Count continues to produce valuable information. For example, data collected by dedicated individualshas revealed that, among 305 widespread North American bird species, the average winter “center of abundance” moved northward by more than 40 miles between 1966 and 2013. The center of abundance is a point on the map that represents the midpoint of each species’ distribution. If a population of birds were to shift northward, so would the center of abundance.

Trends in the center of abundance moving northward can be closely related to increasing winter temperatures. This indicator is now used as one of the EPA’s Climate Change Indicators in the United States.

Some birds have moved farther than others- a total of 48 species have moved northward by more than 200 miles. For example, the Pine Siskin moved 288 miles north in the last 40 years.

The Christmas Bird Count is free and open to all regardless of experience. Each group of birdwatchers will have at least one skilled birder to assist in identifying birds. For dates, registration information, and the person of contact in your area, click here.

If birds aren’t your style, or you simply aren’t one to spend a day braving the December cold, there are many other opportunities to be a citizen scientist with your smartphone. There are a multitude of citizen-science apps sure to suit even the choosiest naturalist – mPING, from NOAA, lets you submit reports on the weather in your area to improve weather report predictions. Check your app store for more citizen science opportunities. Anyone with a smartphone can quickly contribute to science through data gathering – making reporting much easier than it was during the first Christmas Bird Count 115 years ago.
