Creating Uncertainty with Adaptive Force Packaging

As we redefine the traditional uses of naval platforms, the new combination of platforms and packages will optimize capabilities and reduce the operational stress on low density / high demand assets. On Aug. 31, the Secretary of the Navy Ray Mabus issued a memorandum for the Chief of Naval Operations and Commandant of the Marine Corps titled: “Adaptive Force Packaging.”

The memo is one of a series of memos that SECNAV has issued as part of his Innovation Vision for the Department of the Navy.

SECNAV wrote:

The Department of the Navy (DON) has an opportunity to redefine the traditional uses of all of our naval platforms and augment non-traditional capabilities through the development and operational use of Adaptive Force Packaging (AFP). Today's AFP efforts are designed to provide an agile, responsive, and resilient warfighting capability, as well as provide the warfighter with a tailored and scalable capability to meet rapidly changing requirements. As we redefine the traditional uses of naval platforms, the new combination of platforms and packages will optimize capabilities and reduce the operational stress on low density/high demand assets. When combined with bold new operational concepts, it will also give our naval force new agility by introducing uncertainty to potential adversaries.

We need to cultivate disruptive innovation and grassroots thinking from our Sailors, Marines, and Junior Officers. Involving them in this dialogue will unlock their potential and lead to the most creative ways to develop, deliver, and employ tomorrow's AFP. To support AFP and to drive innovative change in the DON's operational behavior, the Services shall:

-- Coordinate across the DON and Marine Corps entities to identify new and sustainable operational warfighter capabilities utilizing AFPs.

-- Create an information sharing process to ensure actionable operational concepts and non-traditional capabilities are synchronized across the DON.

-- Identify initiatives that will accelerate the development of AFPs, as well as barriers that prevent AFPs from reaching the fleet more quickly.

The Services will report findings, implementation plans, timelines, and required resources to the Under Secretary of the Navy no later than December 1, 2015.
