This memo provides details on a prototype design underway on a Department of the Navy enterprise-wide task management (TM) and records management (RM) system: the DON Tasking, Records, and Consolidated Knowledge Enterprise Repository (TRACKER). DON TRACKER will provide one auditable and compliant RM and TM system for all DON shore-based commands and organizations.

Subj: DEPARTMENT OF THE NAVY TASK AND RECORDS MANAGEMENT SYSTEMS

Prototype design is underway on a Department of the Navy (DON) enterprise-wide task management (TM) and records management (RM) system: the DON Tasking, Records, and Consolidated Knowledge Enterprise Repository (TRACKER). DON TRACKER will provide one auditable and compliant RM and TM system for all DON shore-based commands and organizations.

DON TRACKER will reduce the network complexity and costs associated with existing duplicative RM and TM systems. Other benefits include eliminating the manual intervention required to move taskers between our disparate, incompatible systems; providing a single application on which DON personnel are trained; and enabling simplified and compliant Department RM.

The Program Executive Office for Enterprise Information Systems Sea Warrior Program (PMW 240) is leading the program management of this effort. The DON/Assistant for Administration (DON/AA) and the DON Chief Information Officer (DON CIO) are the functional sponsors. In addition to DON/AA and the DON CIO, the DON TRACKER functional requirements document was approved by the Director, Navy Staff and the Director, Marine Corps Staff.

Deployment of DON TRACKER will begin during spring 2015. A Secretary of the Navy (SECNAV) Instruction is forthcoming that will establish policy for Department-wide implementation of the new system and the retirement of legacy systems and applications. Initially, DON TRACKER will be used only on unclassified networks.

From this point forward, no DON investment shall be made for new RM or TM systems or applications or for upgrades to such systems and applications without approval from DON/AA for Secretariat organizations, DON Deputy CIO (Navy) for Navy organizations and programs, or Director Marine Corps Staff via DON Deputy CIO (Marine Corps) for Marine Corps organizations and programs.
