NCTS San Diego holds Change of Command Ceremony

SAN DIEGO -- Naval Computer and Telecommunication Station San Diego (NCTS SD) held a Change of Command ceremony at the Grace Hopper Building aboard Naval Air Station North Island in Coronado, CA, March 29.

During the ceremony, Cmdr. Tracy L. Hines transferred responsibility as the commanding officer to Cmdr. Kelvin B. McGhee.

Capt. William Dodge, Naval Computer and Telecommunications Area Master Station Pacific Commanding Officer, presided over the ceremony, praising Hines for her exceptional leadership and extraordinary vision for the command.

Cmdr. Hines planned for and executed 14 major multimillion dollar installations, projects and upgrades both here in San Diego and at the NCTS detachments in California, Oklahoma and Maryland, said Dodge. Under Hines’ guidance, NCTS SD personnel increased the reliability of pier-side connectivity for ships in San Diego, implemented network security upgrades throughout the region, managed the network security for all of the Navy’s excepted networks in the continental U.S. and are at the forefront of providing network security at a joint level.

McGhee, who reports from U.S. Naval Forces Central Command, assumed command of more than 400 military and civilian personnel at NCTS SD.

“I am humbled to take the helm of such a fine organization and I’m looking forward to leading such great talent,” said McGhee.

NCTS SD, currently celebrating its 110th anniversary, delivers critical fleet communications to over 700 afloat and shore based operational commands.

NCTS SD administratively reports to Naval Information Forces (NAVIFOR). NAVIFOR’s mission is to support operational commanders ashore and afloat by providing combat-ready Information Warfare forces, which are forward deployable, fully trained, properly manned, capably equipped, always ready, well maintained, and combat sustainable.
