'HOW IS THE RANK ORDER DETERMINED?
The record of each E4-E6 advancement candidate in the Navy Enlisted Advancement System (NEAS) is derived from many sources, to include the Enlisted Master File, the exam answer sheet, and data from Navy Standard Integrated Personnel System (NSIPS).  That data feeds individual elements of the Final Multiple Score (FMS) so each candidate is given a total number of points.  Then, NEAS calculates FMSs and rank orders candidates in each competitive grouping.  The rank order changes daily as candidate record discrepancies are processed, backdated awards are submitted, busts are processed, and Board for Corrections of Naval Records are submitted.  Even though the rank order changes, the minimum FMS cut lines do not change.'

I think the quotas are rigged how is it you take an exam just to find out 3 months later that you taking the exam was pointless because it was zero percent for ...your rate that's messed up if you ask me if it's gonna be zero percent they should let u know before you take ur exam... they can save the paper... See More

CHIEFS NEEDED FOR EXAM DEVELOPMENT
An updated Advancement Exam Readiness Review (AERR) schedule has been published listing the dates of upcoming panels. The Navy Advancement Center (NAC) pays all TAD costs. Go to NAC's NKO portal to learn more about AERRs and download the Nomination Package. Look for NAC under the Career Management tab on NKO.
AERR panels are one to two weeks long. Visiting Fleet subject matter experts will review exam bank questions, verify reference material, determine exam content and the number of questions in topic and sub topic areas, and write new questions to ensure exams reflect current tasks and functions in the workcenter.

This is the most current AERR schedule as of 1 December, going out 1 year.

USE YOUR TA TO GARNER EDUCATION POINTS
Are you working towards advanced education goals? An Associate's degree is worth two Final Multiple Score points and a Bachelor's degree is four points. Those points can make a big difference in your advancement opportunity. All Sailors taking courses to earn a degree should be aware of the Tuition Assistance deadline changes for 2017.

Sailors taking college classes in 2017 must have their Tuition Assistance requests approved a minimum of 14 days prior to term start dates.

SETTING FMS CUTS
Candidates in each competitive grouping are rank ordered by their Final Multiple Score (FMS). The Navy Enlisted Advancement System (NEAS) maintains each grouping's rank order from the time 90% of the answer sheets are processed, through the limiting date after the last pay increment is processed. When the Chief of Naval Personnel sets quotas - quotas are the number of candidates to advance in each competitive group - those quotas are applied to the current ...rank-order lists in NEAS. For example, the quota for First Class B400s (Boatswain's Mate) was 50, and there were 667 Active Duty E5 candidates competing in this competitive group. To set the FMS cut, NEAS goes through the rank order and pulls the FMS of the candidate who was ranked number 50 out of 667. Individual FMS cut information is provided on each candidate's profile sheet.

PROFILE SHEETS ARE NOW AVAILABLE FOR DOWNLOAD

Advancement candidates for Cycles 099 and 232 - participants in the August Reserve and September Active Duty advancement exams - can now download their individual Navy Enlisted Advancement System (NEAS) Profile Sheet. Data available on the NEAS Profile Sheet includes your Final Multiple Score (FMS), the minimum FMS required to advance, Pass Not Advance point status, and exam performance metrics compared to peers taking the same e...xam. Profile Sheets published today will be updated periodically, so be sure to check back from time to time. On that same link, you can sign up for an email service that will notify you when you have a NEAS Profile Sheet update after today's mass notification, and those updates include pay incrementation.
Profile sheets can be accessed using the below link, via the Navy Advancement Center’s NKO portal, or your command Educational Services Officer (ESO) can download your profile sheet from NEAS Web. Due to Information Assurance requirements for NEAS, users must be on a .mil domain computer to access Profile Sheets. Profile data will be available on NSIPS December 2nd.

COMMAND TRIAD NOTIFICATION
At 1100 EST today, BUPERS Online will post advancement results for Cycles 099 and 232 to command triads. Command Triad Notification is managed by individual commands. The data displayed on BUPERS Online will list only the candidates who were selected for advancement. Tomorrow, November 23, candidate profile sheets will be available via the Navy Enlisted Advancement System (NEAS) Web service and provide exam metrics as well as Final Multiple Score cuts and Pass Not Advance point outcomes. Contact your command Educational Services Officer for more information concerning the release of advancement results.

Quotas for Cycles 099 and 232 are posted on All Hands. Good luck to all candidates!

E7 TIME IN RATE EXAMS ARE BEING PRINTED & SHIPPED
The Navy Advancement Center has requested the Active Duty Cycle 234 E7 advancement exams be printed and shipped for all Time in Rate (TIR) eligible candidates. In accordance with paragraph 4.c., the final TIR order window will close on December 4th. Be sure your command Educational Services Officer placed the exam order for your advancement exam via NEAS Web.
The Cycle 234 exam will be administered on January 19, 2017.
